1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Strategic Enablement (STREN) Directorate is responsible for directing, monitoring and co-ordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO).
The Resource Management Division (REM) is responsible to SACEUR through COS SHAPE for the development and support required for the employment and monitoring of the ACO Strategic Management (ASM) System, including the ACO Strategic Management Plan (ASMP).
The Strategic Management and Resource Planning Branch (SRP) is responsible for the development, support required for the employment and monitoring of the ACO Strategic Management (ASM) System
The ACO Strategic Management Planning Section (ASM) is responsible for the development, support required for the employment and monitoring of the ASM System composed of the ASMP
SHAPE is the Strategic Headquarters for Allied Command Operations (ACO).
The Strategic Enablement Directorate is responsible for directing, monitoring and co-ordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across ACO, consistent with IRM policies, planning and prioritisation; it develops, manages and supports all Operational Requirements and statements, providing ACO’s perspective in the Capability Development Process. Directing the development of capabilities required in the near term for the conduct of operations; it serves as the focal point for the implementation of IRM with NATO HQ, Subordinate Commands and Allied Command Transformation (ACT), and providing appropriate NATO HQ Committees/boards with coordinated ACO positions; it guides and oversees the development and implementation of policy, plans and procedures related to ACO capability development to include the Capability Delivery Process, in coordination with the Cyberspace, Communications and Information Systems, workforce, logistics and mobility, infrastructure, military engineering, and medical requirement owners.
The Resource Management Division (REM) is responsible to SACEUR through COS SHAPE for the development and support required for the employment and monitoring of the ACO Strategic Management System, including the ACO Strategic Management Plan. REM Division is responsible for Resource Planning and represents ACO on the associated NATO resources boards, committees and working groups. REM Division supports the utilization of Integrated Resource Management (IRM) across ACO to enhance the integration of resources across the resource pillars to maximise the allocation of resources in accordance with ACO’s strategic priorities and operational needs. On behalf of SACEUR, REM Division acts as the ACO Point of Contact/Conduit to ACT for all Centres of Excellence (COE) matters and Innovation/Emerging and Disruptive Technology (EDT). REM Division co-ordinates the development of Operational Requirement Statements and provides through life management support to all Operational Requirements, representing ACO in the Capability Development Process to ensure that capabilities meet requirements and are sustainable.
The ACO Innovation Management (AIM) Branch is responsible for sign-posting, co-ordinating, facilitating and monitoring all innovation matters across ACO, including the areas of EDT, War Gaming and Operational Experimentation, Concept Development, Modelling and Simulation, NATO-accredited COE, ACT Open Innovation and maintains a link to the Lessons Learned process. It acts as ACO’s interlocutor to ACT regarding all aspects of the innovation environment. It acts as the initial ACO Point of Contact for innovation matters and subject to SHAPE Command Group (CG) Direction and Guidance, represents ACO at relevant working-level bodies. It coordinates and facilitates the development of ACO’s inputs to high-level policies, direction and guidance, and doctrine in the innovation environment. It coordinates the preparation for the SHAPE CG participating in relevant senior decision making and coordination bodies regarding innovation matters, and advices SHAPE CG on the development of ACO’s approach to innovation. It supports ACO HQs to understand and benefit from the innovation environment, and to identify and exploit innovation opportunities. It supports ACO’s interactions with innovation stakeholders and is responsible for remaining informed of advances in academia and in military and commercial innovative applications. It acts as the proponent for, and facilitates, the employment of ACO Directives in the innovation space, champions innovation literacy and assists ACO Commanders to improve and sustain a culture of innovation.
War Gaming is the application of scenario-based models in which the outcome and sequence of events affect, and are affected by the decisions made by the players with the aim of creation, discovery and exploitation of opportunities in a safe-to-fail environment. Operational Experimentation is a controlled investigation to discover information, confirm or disprove a hypothesis or formally validate a concept. This post will coordinate SHAPE and ACO activities related to War Gaming and Operational Experimentation liaising with ACT, NATO Agent for Operational Experimentation.
2. PRINCIPAL DUTIES
The incumbent’s duties are:
1) Support the design and execution of seminar, matrix and analytic wargames (WG) in support of ACO users.
2) Screen and analyse the users’ objective for WG and derive requirements for setting up WG.
3) Collect, analyse and model the list of forces.
4) Collect data and model the operational environment.
5) Contribute to creating the combat models and adjudication tables.
6) Interview the Users and SMEs to collect data for creating the necessary models or validate them.
7) Test and validate the WGs design.
8) Contribute to the execution of the WGs.
9) Contribute to the data collection and analysis.
10) Support ACT WG effort as directed.
11) Provide advice to Subordinate Commands.
12) Liaise with the Joint Warfare Center, NCIA or other services providers as required.
13) Support the definition of WG policy and directives.
14) Support coordinating and managing the delivery of WG and operational experimentation products in support of SHAPE entities.
15) Contribute advising and assisting SHAPE entities in preparing and executing WG products.
16) Supports the Concept Development and Modelling and Simulation processes as required.
17) Undertakes any other duties with the scope of functions performed by the AIM Branch.
3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The work is normally performed in a Normal NATO office working environment.

4. ESSENTIAL QUALIFICATIONS
1. Professional/Experience
1) Proven ability to create/assist in wargames based on specific users’ requirements.
2) Proven knowledge of NATO forces and capabilities, NATO doctrine and modern military operations.
3) Minimum of 3 years’ experience in a role relevant for the responsibilities of the post within a military, public, or commercial organization
4)Track record of briefing Flag and/or General Officers/civilian equivalents and/or National representative levels.
2. Education/Training
University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
3. Language
English SLP 3333 (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
5. DESIRABLE QUALIFICATIONS
2) Proven specializations in quantitative and/or operational analysis.
3) Experience in working in a multinational joint strategic and/or operation headquarters.
6. ATTRIBUTES/COMPETENCIES
1) Personal Attributes: Personal qualities of tact, judgment, adaptability, coupled with motivational and listening skills. A sense of diplomacy and propriety in order to work harmoniously with colleagues and other staff, both civilian and military. Able to work effectively to support the team activities. Possess the ability to assess the impact of a wide variety of NATO and national capability developments towards meeting NATO’s overall required capability. Ability to use initiative and good judgment to propose optimum options to SHAPE in materializing effectively the capability delivery. This post requires good knowledge of the NATO joint forces and doctrine. The post requires the ability to create and review quantitative models.
2) Professional Contacts: This post requires to establish and maintain professional contacts with relevant stakeholders to WG and Operational Experimentation across the NATO enterprise, in particular within SHAPE, subordinates ACO Headquarters, ACT and NATO Headquarters.
3) Contribution to Objectives: Provides coordination and in-depth subject matter expertise, knowledge and analysis in order to support ACO’s comprehensive approach to innovation execution and assessment and advises senior strategic leadership on the innovation contribution to SACEUR’s objectives.
CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
