Org. Setting and Reporting
This position is located within United Nations Mission in South Sudan (UNMISS). The incumbent will be based in Juba and works under the supervision of the Chief Welfare Unit.
Responsibilities
Within delegated authority and reporting to the Chief Welfare Unit, the Staff Welfare Assistant shall carry out the following duties: -Contributes to the design and implementation of welfare and recreation measures and facilities aimed at improving the wellness, working and living conditions of staff within the mission area. -Disseminates information to increase staff awareness about social and recreational opportunities available in the mission through the mission induction training, broadcasts, the intranet and responding to queries. -Develops links and collaborates with internal sections/units or external entities such as UN Agencies, Funds and Programs as appropriate. -Improves the recreational and social opportunities for staff by participating in representative staff welfare committees. -Initiates, coordinates and implements regular recreational activities for staff (such as outings, film nights and other social events) and works in partnership with administration/service providers to secure a staff recreation space, gym and sports facilities.
-Assists the supervisor in facilitating increased welfare initiatives in the field office locations through offering support to committees, fostering the development of new committees, shipment of merchandise including required administrative processes, and by conducting regular operational field visits. -Maintains the welfare venues and sporting facilities in Juba, raises engineering work orders, drafts project briefs and mandates for welfare-related construction projects, prepares/performs physical inventory control of welfare stock in storage locations, recording goods issues and creates related documentation.
-Drafts correspondence and inter office memorandums. -Carries out catering facilities inspections at MHQ in cooperation with internal stakeholders such Medical, Occupational and Safety, Engineering. -Supervises the Individual Contractors engaged by the Welfare Unit. -Drafts and monitors the Welfare budget, work plan and expenditures, suggests allocation of resources and implement the reallocation, as necessary. -Monitors all financial requests ensuring timeliness and compliance with standards of accountability and performance. -Reviews and verifies the availability of funds for all requisitions ensuring that the correct object of expenditure has been charged. -Ensures that the allotments and exchange rates within the relevant systems are updated on a regular basis. -Monitors self-generated funds, ensuring compliance with regulations and rules and established policies and procedures. -Prepares and submits the year end budget performance reports, analyzing variances between approved budgets and the actual expenditures. -Performs any other duties as assigned.

Work Experience
At least eight (8) years of progressively responsible experience within the UN Common system or other comparable international organization in the field of administration, finance, human resources, logistics or in other related fields is required. At least five (5) years of experience in planning and organizing recreational and welfare events is required. At least five (5) years of experience in budget management is required. Experience in Enterprise Resource Planning (ERP) platforms (e.g., Umoja) is required. Experience in organizing corporate events and management of leisure facilities is required. Experience working in a conflict or post-conflict environment is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
