About the Consultancy Service

 
Objectives

 
SERVIR-Amazonia Program requires a specialized technical consultant with the objective of mapping and analyzing stakeholder profiles and networks related to the geospatial services developed and delivered within the scope of the Program. This includes the delivery of products related to the mapping and analysis of institutions or organizations that interact with projects and activities within the framework of SERVIR-Amazonia services. The intended use of this analysis is to characterize the institutional environment for the development, delivery, and sustainability of SERVIR-Amazonia services, looking for arrangements, features and actors in the network that are contributing to scaling out scientifically- backed environmental decision-making in the Amazon.

The reports resulting from this consultancy will be used to guide the planning process for the dissemination and socialization of SERVIR-Amazonia services. This consultancy will be under the leadership of SERVIR-Amazonia User Engagement Lead.

The sources of information for this consultancy will be centered on the reports prepared by SERVIR-Amazonia, by internal interviews in SERVIR-Amazonia and externally with key users organizations, as well as through secondary research on the institutions identified of each thematic area, as well as official reports prepared and published by such institutions and organizations in each focus country.

The Consultant will work on the development of the Stakeholder Mapping Report, which includes infographics and content that demonstrate the flow of current information produced by organizations in the corresponding thematic areas in each country, and the way in which the information provided by the SERVIR-Amazonia services fit and contribute to the workflow that considers geospatial information for environmental decision-making in the focused countries.

Key Responsibilities

  • Ecosystem Services Modeling in the Amazon’s Forest-Agricultural Interface for the Brazilian and Peruvian context (two products).
  • Forecasting Seasonal to Sub-Seasonal Fire and Agricultural Risk from Drought for Brazil, Colombia, Peru, and Ecuador (four products).
  • mproving Resilience and Reducing the Risk of Extreme Hydrological Events for Brazil, Colombia, Peru, and Ecuador (four products).
  • Flood monitoring in specific basins in Colombia (one product).
  • Mapping Soil Fertility in Ecuador for the Ecuadorian context (one product).
  • Spatio-temporal monitoring of soil erosion for Ecuador (one product).
  • Monitoring Forest Dynamics to Enable Biodiversity Conservation in the Amazon for the Brazilian context (one product).
  • Monitoring and Evaluation of Mangroves in Guyana and Ecuador (two products).
  • Monitoring of Gold Mining in the Peruvian, Colombian, and Brazilian Amazon (three products).
  • Quantifying the Effects of Forest Changes on Provisioning and Regulating Ecosystem Services for the Brazilian (Acre) and Peruvian (Ucayali)   contexts (two products).
  • Terr OnTrack (Increase the Protection of Forests Managed by Community-Based Initiatives in the Brazilian Amazon) for Brazil (one product).
  • Land Use and Land Cover monitoring for Imbabura, Ecuador, and Suriname (two products).

 

Education, experience, and skills

 

  • Bachelor’s degree or two (02) years of relevant experience in Science Policy, International Development, Public Management, Geography, Ecology,or other similar degree programs with an emphasis on institutional strengthening, public policy, geospatial studies, forestry, institutional arrangements for adaptation and mitigation actions.
  • Good knowledge of the governmental and institutional environment and policy formulation and implementation practices in Brazil, Colombia, Ecuador, Guyana, Suriname, and Peru on the SERVIR – Amazonia topics of environment and ecosystem management, water, fire, and drought, climate, and weather.
  • Good understanding of the key functionalities or features of GIS (Geographic Information Systems), remote sensing, and GIS analysis for environmental and climate policy.
  • At least 2 years of experience with institutional, organizational, territorial assessment, or public policy analysis. Knowledge and involvement in land-cover monitoring and GIS analysis practices are a plus.
  • Good ability to work in an English-speaking environment. Good command of Spanish and/or Portuguese is necessary.
