Organizational Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the IAEA’s activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Office of Safety and Security Coordination (NSOC) is located in the Office of the Deputy Director General, Head of the Department. Its mission is to ensure the technical consistency and effective coordination of the IAEA’s activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. NSOC comprises three Sections: the Programme and Strategy Coordination Section, the Networks Management and Partnership Section and the Safety Standards and Security Guidance Development Section.
The mission of the Safety Standards and Security Guidance Development Section (SSDS) is to coordinate and support the departmental efforts to ensure that the IAEA’s safety standards and nuclear security guidance constitute a comprehensive, up to date, coherent and authoritative suite of internationally agreed and accepted references; to enhance the review-revision process with the implementation of a new information technology platform for the knowledge and content management of the whole series of safety standards and nuclear security guidance; to provide for the maintenance of the safety and security glossaries and to promote the worldwide harmonized use of the Safety Standards publications and Nuclear Security Series publications.
Main Purpose
As a key member of the Safety and Security Coordination Section, the Standards Specialist implements the Department’s strategies and processes for establishing IAEA safety and security related publications, thus contributing to fulfilling the statutory mandate of the IAEA. In particular, the Standards Specialist reviews and redrafts text of draft Document Preparation Profiles and draft Safety Reports, TECDOCs and other safety and security related draft publications at a similar level to ensure and enhance their quality.
The standards specialist promotes the worldwide harmonized use of the Safety Standards publications and Nuclear Security Series publications, contribute to the preparation of meeting reports and minutes for the meetings organized by the Section. The standards specialist also assists in the organization of training courses and the development of e-learning modules. Like other staff of the Section, the standards specialist also enhances the user-friendliness of interfaces with Member States, particularly the Review Committees and the CSS (new web interface) and may be involved in the implements the knowledge and content management tools
Role
The Standards Specialist is: (1) technical reviser reviewing and redrafting text of draft safety standards, security guidance and other draft safety and security related publications, ensuring the appropriateness of content, syntax, usage, terminology, style and language; (2) project manager establishing and applying mechanisms to support the efficiency, efficacy and effectiveness of the development and promotion of safety standards and security guidance; (3) adviser on the preparation of safety standards, security guidance and other draft safety and security related publications. (4) promote the use of safety standards and nuclear security guidance and contribute to maintaining and operating the Knowledge and content management tools, particularly NSS-OUI.
Functions / Key Results Expected
Review and in consultation redraft texts of draft standards, draft nuclear security guidance and other draft safety and security related publications for syntax, usage, clarity, terminology and consistency.
Apply the strategies and processes for the establishment of safety standards and the development of nuclear security guidance and monitor their implementation.
Analyze feedback on the safety standards and security guidance and promote the use of the Departments knowledge and content management system for safety standards and nuclear security guidance (NSS-OUI) for feedback collection.
Contribute to the organization of training courses and the preparation of e-learning tools, including maintaining on up-to date overview of such material.
Develop and apply meaningful measures of the effectiveness of safety standards and security guidance in enhancing nuclear safety and nuclear security in Member States.
Present the activities of the Safety Standards and Security Guidance Development Section to IAEA staff, to the Commission on Safety Standards, the Safety Standards Committees, and the Nuclear Security Guidance Committee.

Qualifications, Experience and Language skills
Bachelor’s Degree – University degree in Science or Engineering with two years of additional relevant experience may be considered in lieu of advanced university degree.
Master’s Degree – Advance university degree in Science or Engineering.
Minimum seven years of professional experience, of which at least four years at the international level, in conducting the review and revision of high level scientific, technical and regulatory related texts.
Experience in knowledge and content management systems is an asset as well as experience in organizing training courses and a comprehensive set of e-learning modules.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38431*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
