JOB DETAIL

TITLE: State Health Cluster Co-Coordinator TEAM/PROGRAMME: PDQ LOCATION: Bor GRADE: 3 CONTRACT LENGTH: 12 months

CHILD SAFEGUARDING:

Level 3: √ the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Subnational Health Cluster Coordinator shall be able to demonstrable leadership, coordination, negotiation and conflict resolution skills, and in which the principles of partnership, collaboration and collective results are essential.

The State Health Cluster Coordinator plays a strong role in promoting agreed national and international standards in all areas of healthcare and strives for the best attainable health status for the populations served by the cluster. S/he identifies and engages with health sector stakeholders and utilizes existing coordination mechanisms, including health authorities, national and international organizations and civil society; represents the health cluster in inter-cluster coordination mechanisms and oversee the representation of the health cluster in other relevant sectors/clusters such as WASH, logistics,FSL Nutrition, protection, maintaining neutrality.

SCOPE OF ROLE:

Reports to: National Health Cluster Co-Coordinator

Key working relationships:. Health Cluster partners, Health Program staff, State ICCG

Coordination and NGO representation

  • Support the regular coordination efforts/activities including meetings with State Health Cluster members, building on existing health cluster coordination fora through supporting the organization and chairing meetings alongside the DG.
  • Contribute effectively to inter-cluster coordination forums and cooperate with other clusters, Government counterparts, and relevant authorities (as appropriate) in planning, coordination, and operational activities, ensuring that the NGO community is contributing to and sharing responsibilities.
  • Coordinate the establishment and work of State health Cluster sub-groups, ensuring a productive outcome and consistency with humanitarian and national policies and standards.
  • Promote the leadership roles of NNGOs within the State Health Cluster and ensure that all working groups have active national and international NGO participation to help ensure that NNGOs support and influence the clusters work.
  • The State Co-Coordinator should act as a focal point for receiving NGO concerns in order to raise these with the Health Cluster Coordinator and the Cluster Lead Agency to strengthen accountability and transparency of the cluster’s decisions and work.

Preparedness

  • Ensure adequate contingency planning and preparedness for new emergencies and seasonal adaptation of responses that reflect the actual and potential to scale-up capacities of all partners (local and international).

Response

  • Work with the cluster coordinator to ensure that the Cluster Lead Agency (CLA) and National Health Cluster Coordinator is informed of priority gaps that cannot be covered by any Cluster partner and require CLA action as provider of last resort.
  • Feed into the planning, preparation, implementation, monitoring and evaluation of Flash Appeals, Contingency plans and Strategic and Humanitarian Response Plans providing assessment analysis and proposals that cover state needs, health and inter-cluster strategies.

Assessment and Reporting

  • Facilitate the collection of relevant cluster data using cluster approved tools from all partners, implementation and dissemination of the Indicator Monitoring Framework and ensure the Office for the Coordination of Humanitarian Affairs (OCHA) – managed 5W database and dashboard are regularly updated.
  • Together with Health partners identify gaps in health capacities, based on findings, develop, and roll out inter-agency capacity building activities to address them. Promote capacity building of health sector personnel, of partners and national authorities.
  • Lead and/or co-lead, coordinate and conduct health needs assessments with the health partners and other sectors in particular, but not limited to, WASH Nutrition, Food Security and Protection. Ensure results are documented in relevant information tools, which are accessible to all partners and donors for addressing needs.

Monitoring and Evaluation

  • Assist the health partners to develop, adapt and implementation of monitoring framework to ensure effective implementation of health cluster strategies and plans.
  • Participate in reviews of state health cluster coordination mechanisms and their adaptation over time to reflect the evolving crisis and the capacities of local actors. Lead and contribute to the joint analysis of health-cluster data leading to identification of gaps in the health cluster response, sharing feedback with cluster partners and agreement on priorities to inform the development (or adaptation) of a health emergency response actions and strategy.
  • Represent the health cluster and conduct field visits in close collaboration with the health cluster, authorities, partners and coordination mechanism.

Advocacy

  • Identify core advocacy concerns for the State Health Cluster through a consultative process: develop joint cluster/ inter-cluster initiatives to ensure regular and consistent advocacy.
  • Represent the interests of the State Health Cluster in discussions with stakeholders on priorities, resource mobilization and advocacy. Taking additional steps to ensure that the resource mobilization and advocacy efforts fairly represents and benefits especially NNGOs in support of the agreed health cluster strategy.

Addressing Mainstreaming Issues

  • Ensure Health Cluster members are aware and taking into account all cross cutting issues in humanitarian work such as gender and accountable to affected populations through consultative mechanisms.
  • Ensure protection and early recovery are mainstreamed and awareness of the different needs and capacities of women, girls, boys and men of all ages, people with disabilities, and other diversity characteristics such as ethnicity and religion are informing what we do, how we do it and with whom to promote meaningful access, safety and dignity in all phases of the health sector response.

Capacity Building

  • Provide trainings to State Health partners especially the State MOH and NNGOs on various key areas of concern i.e. Surveillance, outbreak preparedness and response etc

QUALIFICATIONS

  • BSc Public Health, Nursing, Social science or relevant health.
  • Experience working with partners, local authorities.
  • Prior experience in health programming in South Sudan.

EXPERIENCE AND SKILLS

Essential

  • Experience in Health programming.
  • Experience coordinating partnerships.
  • Good speaker and high degree of influence

Desirable:

  • Knowledge of local context.
  • Experience working in Jonglei state.
  • Previous role in Health cluster coordination
