Duties and Responsibilities
ECLAC is one of the implementing agencies of the EUROCLIMA Program. The activities implemented by ECLAC in this program are focused on improving the knowledge of decision makers about the problems and consequences of climate change, through analysis of public, fiscal and financing policies, use of economic instruments, generation of spaces for policy discussion, capacity building, among others.
The EUROCLIMA Program seeks to promote the link between science and politics for evidence-based decision-making, as well as offering transparent and timely information for decision-making and capacity building. In this context, ECLAC will carry out the work of integration of statistical and geospatial information (supported by the implementation of technological platforms and procedures) with which it intends to contribute to reducing the information and knowledge gaps in the countries of Latin America and the Caribbean regarding climate change.
A consultant is required to provide processing services for satellite image and Earth observation products.
Functions to be performed:
• Download satellite images and Earth observation products to implement proof of concept for obtaining geospatial data and statistical indicator of the selected topic (OP1.1 and OP1.2)
• Development of scripts for proof of concept in the generation of products such as indicators and statistics and geographic layers. (OP1.1and OP1.2)
• Development of routines for obtaining and processing data from alternative platforms and using different methods to identify optimal procedures. (OP1.1 and OP1.2)
• Mass processing of the data obtained for the generation of the baselines of the time series of indicators and statistics referring to the following topics: (OP1.2)
o Land cover changes
o Biodiversity data
o Main air pollutants for metropolitan areas
o Rice of sea level for the coastline
o Reflectance data for nighttime light emissions for metropolitan areas
• Documentation of procedures. (OP1.1 and OP1.2)
• Preparation of metadata of the products obtained. (OP1.1 and OP1.2)
Qualifications/special skills
• University degree in Geography, Geology, Natural Sciences, Systems or Informatics, Geomatics.
Extensive experience in satellite image processing.
Experience in geospatial databases.
Experience in the use of Geographic Information Systems.
Experience with data management from space platforms such as LandSat or Copernicus.
Languages
• Advanced level of Spanish and intermediate/technical level of English
