Duties and Responsibilities

ECLAC is one of the implementing agencies of the EUROCLIMA Program. The activities implemented by ECLAC in this program are focused on improving the knowledge of decision makers about the problems and consequences of climate change, through analysis of public, fiscal and financing policies, use of economic instruments, generation of spaces for policy discussion, capacity building, among others.

The EUROCLIMA Program seeks to promote the link between science and politics for evidence-based decision-making, as well as offering transparent and timely information for decision-making and capacity building. In this context, ECLAC will carry out the work of integration of statistical and geospatial information (supported by the implementation of technological platforms and procedures) with which it intends to contribute to reducing the information and knowledge gaps in the countries of Latin America and the Caribbean regarding climate change.

According with the activities mentioned above, the consultant is required for the deployment and maintenance services of geospatial platforms and back-end development for geospatial applications.

• Maintain the GeoNode platform, which serves as a geospatial data management system, in order to ensure its proper functioning and availability. (OP1.1)
• Maintain the GeoNetwork platform, which serves as a geospatial metadata management system, in order to ensure its proper functioning and availability. (OP1.1)
• Develop and customize the functionalities of GeoNode and GeoNetwork to meet the requirements of the geospatial data integration project, which involves incorporating Earth observation data layers. (OP1.1)
• Implement the extraction, transformation, and loading (ETL) processes for statistical data into IDB CEPALSTAT on the Airflow platform, ensuring their reliability and efficiency. (OP1.2)
• Implement the extraction, transformation, and loading (ETL) processes for geospatial datasets into GeoNode on the Airflow platform, ensuring their accuracy and completeness. (OP1.1)
• Model the application programming interface (API) in the Django framework for geospatial applications, enabling the visualization of both statistical and geospatial results. (OP1.1 and OP1.2)

Qualifications/special skills

• Professional degree or higher level student in Systems, Computer Science or related disciplines, or 5 years of experience.
Full Stack Developer.
Experience in the use of open-source tools to support the management of geospatial information.
Experience in managing GIS standards is desirable.
Experience in Python and Django.
Experience in Database development (PostgreSQL).
Experience in GeoNode and GeoNetwork administration.
Familiarity with code management tool (GIT).

Languages

• Advanced level of Spanish and intermediate/technical level of English
