This position is located in the Statistics and Social Development Unit, Subregional Headquarters for the Caribbean (ECLAC), Port-of-Spain, Trinidad and Tobago, The Statistician reports to the Chief and under direct supervision of the Deputy Chief. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region’s economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities
Within delegated authority, Statisticians will be responsible for the following duties: • Initiates and co-ordinates the development of appropriate methods for obtaining relevant data. • The incumbent supervises and conducts research; prepares reports and publications; organizes expert group meetings and intergovernmental meetings; provides technical assistance upon Member Governments’ request, all pertaining to Statistics in the geographic area served by the Subregional Headquarters for the Caribbean. • Ensure the quality of collected data for accuracy, consistency and comparability. • Plans and conducts analytical programmes of work in relevant areas of statistics. This may include: identifying projects, conducting analysis and participating in technical advisory activities for national capacity building. • The incumbent will support the substantive Units at the Subregional Headquarters in addressing their statistical needs and liaise with ECLAC Statistics Division to ensure that Caribbean data are adequately present in ECLAC databases and flagship publications. • Supervises and contributes to the development of relevant databases, web publishing tools and other software for collection, storage and distribution of statistical data. • Undertakes methodological research with regard to standards on concepts, definitions and classifications to assist countries and other constituents in strengthening their statistical development. • The incumbent will also foster collaboration with regional and international partners in the preparation and implementation of joint projects to address sustainable statistical development in the Caribbean and liaise with these organizations to ensure a cohesive framework for ECLAC’s support to measure and track progress on the Sustainable Development Goals and other regional and international commitments. • Develops new or improved statistical methods and quantitative models for analyses and projections. • Provides guidance and advice to other departments, field experts, etc., in the planning, operation and evaluation of statistical programmes and projects. • Plans and co-ordinates seminars, workshops, expert meetings, etc.. • Plans, organizes, manages and supervises the work of the section assigned. • Performs other duties as assigned.

Education
Advanced university degree (Master’s degree or equivalent) in statistics, mathematics, economics, demography or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in the collection, compilation, analysis and dissemination of statistical data or related area is required. Proven ability in resource mobilisation and in the delivery and management of technical assistance and capacity building projects is required. Experience in supporting countries in the collection, analysis, visualization, and/or dissemination of SDG data is desirable. Experience in conducting statistical training is desirable. Experience in the Caribbean subregion in the above areas is desirable.
Languages
English and French are the working languages of the United Nations Secretariat and Spanish is a working language of ECLAC. For the position advertised, fluency in English is required. Knowledge of Spanish is desirable.
