The OECD has earned a leading role in Trade and Agriculture. The Trade and Agriculture Directorate (TAD) provides relevant and timely information and advice to support the efforts of governments to improve the domestic and international performance of their trade, agriculture, food and fishery policies and to maintain the orderly use of export credits. It is the focal point for the OECD’s work on agriculture, both international and domestic, and it works to advance the Strategic Orientations of the Secretary-General, ensuring impact of the OECD Agriculture work in the international governance architecture.

The Agriculture and Resource Policies Division (ARP), which analyses agriculture and fisheries policies, is looking for a Statistician to support its activities on the monitoring of policies impacting on the economic performance of agriculture. The chosen candidate will carry out the fully cycle of statistical activities from data collection, data management and analysis, to data dissemination for specific statistical subject matters. S/he will also provide statistical input for the preparation of the annual flagship report “Agriculture policy monitoring and evaluation” as well as the development of new or improvement of existing data processing routines. The selected person will report to the Head of the Policy Monitoring and Evaluation Unit within the Agriculture and Resource Policies Division (ARP).

Job Description

Main responsibilities

Data collection, dataset management and data dissemination

• Contribute to the management of the database on the agricultural support and protection data, the OECD Producer and Consumer Support Estimates (PSE/CSE). Maintain, enhance and develop data processing routines for the agricultural support and protection data (PSE/CSE), particularly aggregation, decomposition and data validation programs. Ensure the accuracy and consistency of the resulting indicators and databases.
• Verify the accuracy, completeness, coherence, quality and internal consistency of the data and metadata. Investigate and resolve possible anomalies in collaboration with other statisticians and analysts.
• Assist country desk officers, in particular on questions regarding PSE/CSE data and associated checks.
• Collect additional data from the international databases and incorporate them into internal statistical databases.
• Prepare publication manuscripts, including the preparation of graphs, tables, charts, and maps using prescribed corporate standards, as well as initial drafting of text and occasional proofreading. Assist in finalising manuscripts for publication in corporate systems.
• Check data, graphs and tables.
• Prepare and publish PSE/CSE data on the OECD data warehouse. Stay abreast of changes to relevant corporate guidelines and update routines and internal documentation as necessary.

Analysis, methodology, drafting and documentation

• Provide analysts and economists with ad-hoc analyses, written content, charts and tables.
• Respond to the changing needs of users by contributing to statistical development work.
• Develop and maintain documentation on work procedures covering all aspects of the production cycle (e.g. methodologies).

IT work and other tasks

• Develop and adapt computer programs and procedures in SAS/Altair, Python and possibly VBA and/or other languages. Provide advice in making relevant software choices.
• Assist in the review of data processing routines and identify opportunities to enhance data and information management approaches.
• Prepare data files used in the dissemination and data visualisation outputs for documents, publications, external databases and website (including using corporate tools).
• Carry out statistical work in support of the wider analytical work of the Directorate.

Representation and liaison

• Collaborate and co-ordinate with other relevant directorates of the OECD, when required.

Qualifications

Ideal Candidate Profile

Academic Background

• A Master degree or equivalent, preferably in statistics, economics, mathematics, engineering or a scientific field and a good knowledge of statistical databases and information technology (including basic programming).

Professional Background

• At least one to three years’ experience in a similar role. Proven experience in applied statistics.
• Experience in the production and use of statistics including documentation on sources, definitions, coverage, methodology, reliability and comparability preferably gained in an international or national statistical office.
• Basic experience in the analysis of macro-and micro-level data and/or knowledge of other key areas of work such as agriculture, trade, energy, education, environment, national accounts, transport, or other key areas of OECD work would be an advantage.
• Experience in the programming of data processing routines.
• Knowledge of statistical concepts and applied econometric techniques.
• Experience in data visualisation and presenting statistical results
• Experience in presenting statistical analysis and drafting briefing notes to non-technical audiences, would be an asset.

Tools

• Very good command of SAS and Altair in managing large data sets required. Good knowledge of Python; knowledge of Visual Basic programming would be an asset. The willingness to learn new programming languages is highly desirable.
• Excellent command of Microsoft Office software, especially Excel (including macros and pivot tables) and Access.
• Good knowledge of large statistical databases and practical experience with statistical software to manage those databases.

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
