The indicators to evaluate the consultant’s performance are:
– The substantive quality of the contributions provided as well as the timely completion of assigned tasks.

Duties and Responsibilities
Background of the assignment:
One of the main purposes of the United Nations Convention against Corruption (UNCAC) is to promote, facilitate and support international cooperation and technical assistance in the prevention of and the fight against corruption, including in asset recovery. The Conference of the States Parties to the Convention has repeatedly called for enhanced measures to further promote, facilitate and support international cooperation and technical assistance in the prevention of and fight against corruption, and has requested UNODC to provide, in its programmes of technical assistance, measures to enhance the effectiveness of international cooperation, including in relation to offences covered by the Convention, before seeking mutual legal assistance.
The Global Programme against Corruption is a technical assistance programme developed by UNODC to provide capacity-building assistance to Member States to effectively implement UNCAC. Within the framework of the Global Programme, UNODC has established the UNODC Programme on Safeguarding Sport from Corruption and Economic Crime to support governments, sports organizations and related stakeholder through promoting informal cooperation and coordination among and between criminal justice authorities, sports organizations and relevant stakeholders, as well as by building capacities and raising awareness on preventing, detecting, investigating, prosecuting and sanctioning corruption, economic crime and wrongdoing in sport.
Purpose of the assignment:
The purpose of the assignment is to: (a) Provide strategic guidance and support to the UNODC Programme on Safeguarding Sport from Corruption and Economic Crime in relation to a consultation process launched by UNODC on how the UNODC Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) can be adapted to support informal information exchange between criminal justice authorities, sports organizations and relevant stakeholders (b) Produce a template request form for the exchange of case related information (to be used on voluntary basis) and a model agreement for the exchange of case related information (to be used on voluntary basis); (c) Provide high-level support to the presentation of the draft model agreement for the exchange of case related information (to be used on voluntary basis) at the aforementioned consultation meetings to be organized by UNODC (d) Produce a draft guide for criminal justice authorities on how to tackle corruption and economic crime in sport, which sets out in a succinct manner key considerations linked to horizontal and transversal issues in a document of about 30 pages in length.
The consultant will deliver against the following specific outputs throughout the contractual period and under the management of the assigned project staff, with the overall supervision of the Chief of the Conference Support Section:
A Strategic guidance and support is provided to UNODC on the consultation process launched by UNODC on how the UNODC Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) can be adapted to support informal information exchange between criminal justice authorities, sports organizations and relevant stakeholders
B A template request form for the exchange of case related information (to be used on voluntary basis) and a model agreement for the exchange of case related information (to be used on voluntary basis) are produced
C Support to the presentation of the draft model agreement for the exchange of case related information (to be used on voluntary basis) at the aforementioned consultation meetings to be organized by UNODC is provided.
D A draft guide for criminal justice authorities on how to tackle corruption and economic crime in sport, which sets out in a succinct manner key considerations linked to horizontal and transversal issues in a document of about 30 pages in length is produced.
Qualifications/special skills
• An advanced university degree (Master’s degree or equivalent) in Law, Political Science, Social Science, Criminology, Economics, Education or a relevant related discipline is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A PhD is desirable.
• A minimum of ten (10) years of progressively responsible experience in law, policymaking, advisory services, research and/or teaching with an emphasis on anti-corruption, sport integrity, sport management, justice, ethics and/or integrity issues is required;
• A strong familiarity with the latest international anti-corruption frameworks and commitments is required;
• Experience in research and analysis related to corruption, sport management, integrity in sport or a relevant related discipline is required;
• Familiarity with computer-based applications, on-line search engines and methodologies, survey tools and statistical functions to gather and analyze information is required;
• A strong familiarity with legal framework, cases and trends related to integrity in sport, including good practices, is highly desirable;
• A demonstrable expert knowledge of issues relating to corruption and integrity in sport and education is highly desirable;
• Understanding of/experience working with sport organizations is desirable.
• Excellent communication skills, both written and oral in English, are required.
Languages
• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
