THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General.  Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid.  As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions. Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

THE POSITION

EXD is looking for an energetic and innovative Strategic Analyst in the Director’s Office (EXD/DO) to support the Executive Director in the development and implementation of strategic objectives, key corporate projects, and initiatives in EXD, to support the broader functioning of the OECD. Working both independently and with colleagues in EXD/DO and EXD services, you would drive key projects, coordinate inputs, draft reports and briefing notes for the Executive Director and OECD leadership, and undertake data and policy analysis as needed. As well as supporting wider initiatives, you would lead on specific files within the Executive Director’s Office. Being proficient in data visualization and data analysis is essential. You would need to be comfortable working at pace, managing competing priorities and ensuring absolute precision in everything you do. A core part of a fun, high-performing and supportive team, you would need to be able to adapt quickly to shifting priorities. You would report to a Counsellor in EXD/DO.

Main Responsibilities

Analysis and Advice

  • Contribute to the development and implementation of corporate projects and initiatives, including undertaking data analysis, research and drafting of reports, all while ensuring their alignment with EXD strategic objectives.
  • Contribute to improving EXD’s effectiveness and efficiency by analysing current policy and processes, developing and advising on proposals, and identifying opportunities to pursue innovative solutions. This includes project development, implementation and management support.
  • Contribute to the improvement of data quality control, ensuring information is accurate, consistent and aligned to the Annual Management Report.
  • Coordinate inputs across the directorate for reports, briefings, or corporate proposals. Provide a quality assurance function, ensuring that all information and data is accurate, consistent and up to date.
  • Use design and data visualization techniques to develop products and presentations on corporate matters for key stakeholders, ensuring consistency of key messages and alignment with EXD strategic objectives.
  • Draft clear, concise and relevant briefing notes for use by senior management.

 Liaison and Communication

  • Build and maintain relationships with key stakeholders to facilitate the work of EXD/DO by securing the support of, and working in co-operation with, these stakeholders.
  • Contribute to and support the communication of the Directorate’s strategic plan, objectives and work programme to relevant stakeholders in a cohesive and comprehensive manner, ensuring the drafting and production of key messages.
  • Contribute to strengthening the visual identity of the Directorate and the coherence in data and reporting.

Co-ordination

  • Support the day-to-day work of the Executive Director’s Office in the planning and delivery of assignments, ensuring quality of outputs and that key deadlines are met.
  • Support the effective functioning of the Executive Director’s Office, providing inputs on effective working methods, good communication and creating a positive working environment.

Ideal Candidate Profile

Academic Background

  • University degree in business administration, a digital-related field, international relations, political science, law or related field.

Professional Background

  • Minimum three years of relevant professional experience, preferably working with data in an international context.
  • Excellent drafting skills and capacity to summarise corporate information for diverse audiences.
  • Experience demonstrating the ability to work cross-functionally with multiple stakeholders, including senior management, as well as be involved in different projects simultaneously.
  • Strong organisational and time management skills.
  • Experience in project management would be an asset.
  • An understanding of the governance and operations frameworks of the OECD as well as an understanding of governance in international organisations and the public sector more broadly would be an asset.
  • Experience in an international environment would be an asset.

Tools

  • Proficient with the Microsoft Office suite, design and data visualisation tools and software (eg, Power BI, Adobe Creative Suite) is essential.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration

  • 24 months with possibility of renewal.
  • Ideal start date : November 2023
