The Green Climate Fund is the world’s largest dedicated multilateral climate fund and invests in impactful, innovative, catalytic programs and projects in developing countries across the globe. By the end of 2023, GCF had a portfolio of 243 projects in 129 countries, committing a total of USD 13.5 billion to date.

Position Objective
The Strategy and Policy Officer will work as part of a team dedicated to analyzing emerging strategic and policy issues related to the GCF’s mission, and informing the development, implementation and monitoring of strategic policy responses. S/he will be a curious, globally-minded team player who enjoys seeking knowledge, applying quantitative and qualitative analytical methods, and using emergent technology to understand complex challenges, generate solutions, and assess impacts. S/he will work under the guidance of team leaders to interpret issues into clearly communicated briefs, presentations and policy drafts. S/he will thrive in a fast-paced work environment, covering diverse subject matters, collaborating with teams across the Secretariat and exemplifying GCF’s core values.

Purpose

  • Conduct environmental scanning to inform GCF of megatrends and emerging issues related to climate change impacts and vulnerability; economic, investment, political and technology trends; and policy and programming responses, including benchmarking with other comparator organizations.
  • Research and compile available internal and external data and evidence, and conduct quantitative and qualitative analysis to diagnose issues and inform strategic policy responses.
  • Apply critical judgment to interpret findings, develop initial strategic policy options for testing within the Secretariat, and assess costs/benefits, impacts and risks.

Engagement

  • Collaborate with colleagues across the Secretariat to understand analytical and policy development needs and gaps, connect information held in different parts of the Secretariat, and socialize findings of analysis.
  • Engage team focal points and subject matter leads to support internal strategic planning processes and delivery of the full GCF policy cycle.
  • Support team leadership in enhancing and promoting knowledge sharing across the Secretariat on strategy and policy matters.

Delivery

  • Prepare briefs, working papers, presentations, drafts of strategic policy proposals and information documents for the GCF Board.
  • Execute processes required for GCF strategic planning, policy development, implementation and monitoring.
  • Utilize technology applications and AI/machine learning to enhance strategic insight and delivery of the strategic planning and policy cycles; and contribute to the enhancement of internal systems and processes.

Requirements (Education, experience, technical competencies required of the job)

  • Postgraduate degree in economics, international relations, international development, public administration, political science, climate change, law or related subjects; or a relevant bachelor’s degree with 2 additional years of experience;
  • Minimum four years of relevant work experience, including exposure to complex strategy or policy development challenges, and policy impact assessment and monitoring;
  • Knowledge of quantitative and qualitative research and analysis methods, familiarity with the latest developments in emergent technology tools including AI/machine learning;
  • Strategic mindset, interest in and ability to see the bigger picture and make sense of complexity;
  • Critical thinking, ability to use technical skills to gather, prioritize and organize evidence and data;
  • Sound judgment, ability to interpret and distill complex issues into clear and considered findings, options and recommendations; identify costs, benefits and risks;
  • Ability to clearly communicate insight to non-specialists; excellent interpersonal and written and oral communication skills in English essential for this position; knowledge of another UN language an advantage;
  • Results driven, organized and detail-oriented, with ability to multi-task and deliver quality work on time under pressure; thrives in a fast-paced and dynamic work environment;

  • Tact, diplomacy, commitment to GCF mission and values;
  • Knowledge of climate change, the Green Climate Fund and international climate finance architecture an advantage.
