DRC has been present in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, White Nile and Port Sudan . Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

About the job

Overall purpose of the role:

The Supply Chain Assistant main objective is to provide support in the Supply chain department in efficient and effective procurement implementation and smooth running of departmental operations of the capital office with emphasis

support procurement staff and functions including implementation of DRC Dynamics. The role expected to contribute to strengthen the overall supply chain functions for procurement. This position will also ensure implementation of audit recommendation related to procurement.

He/ She will be expected to assist on sourcing supplies and service, through RFQ for capital office, establishing frame work agreement with support of SCTL, ensuring that all procurement operations are managed and maintained in an efficient manner from PR to final delivery. as per DRC’s internal and donor procedures & as per the Operations Handbook.

The overall purpose of the role:

Key Responsibilities:

Procurement Support

  • Assist Supply Chain Officer (SC) and Specialist (SCS) in sourcing supplies and services, supporting market assessments at the national and regional levels (Capital office in Port Sudan).
  • Ensure that all procurements adhere to DRC Operations Handbook guidelines and meet donor requirements.
  • Support SC Officer and Specialist in managing procurements, from Purchase Requisition (PR) to final delivery, including drafting Comparison of Tender Receipts (CTR) and preparing comparison statements.
  • Assist with Invitation to Bid (ITB) management tasks, including TOC reports, technical analysis, and contract awards.
  • Help establish Framework Agreements (FWAs) for key program items and routine administration needs, such as bulk purchases for stationery and groceries, ensuring these practices extend to field locations.
  • Develop and maintain a Vendor Database following comprehensive market surveys.

Procurement Tracking & Archiving

  • Ensure all procurement trackers are updated regularly for the Capital office.
  • Maintain systematic and computerized records for Low-Value Orders (LVO) and Request for Quotation (RFQ) processes.
  • Ensure all procurement checklists are fully updated, verifying that no documents are missing. Scan and upload all ITB and RFQ documents to SharePoint.
  • Support SC Officer and Supply Chain Team Leader (SCTL) in processing payments.
  • Archive all procurement-related documents in accordance with DRC Supply Chain E-Archiving protocols.

DRC Dynamics ERP System

  • Ensure proper application of DRC Dynamics Supply Chain Processes, focusing on Procure to Pay (P2P) and Asset Management.

Utilize reports and data analytics from the ERP Supply Chain System to enhance supply chain performance.

  • Experience and technical competencies:
  • Minimum 3 years of experience in humanitarian logistics management within the field of Supply Chain Management, Fleet Management, Asset Management, and Distribution Support
  • At least 2 years’ experience with people management
  • Knowledge and experience of dealing with service providers and contractors’ management
  • Proven Management and supervision skills, team player and proven commitment to accountability practices.
  • Excellent computer skills in MS Word & Excel, as well as experience working with an ERP system
  • Experience with standard procurement procedures and documentation.
  • Experience with construction and site project management
  • Experience with auto mechanics or electrical installations
  • Experience working in an (I)NGO
  • Stable and robust character.

Strong analytical and conceptual skills.

Education: (include certificates, licenses etc.)

Master’s Degree in Logistics and Supply Chain Management, Business administration or related field.

Languages: (indicate fluency level)

Fluent in both oral and written English

Contract length: 12 months

Level: Non- manager

Salary range: USD 826-932

Location: Country Office- Port Sudan
