Overall purpose of the role:
The Supply Chain Team Leader will ensure high-quality and efficient supply chain management and systems in accordance with DRC policies and standards. He/She will manage the supply chain team and functions for the DRC Iraq Country Office, ensuring quality support and services to all other units. The Supply Chain Team Leader will take the technical lead and capacity building for the supply chain team members in all offices in Iraq and will be working closely with the Senior Management Team (SMT), program, and finance departments to facilitate the development of an effective, strategic supply chain function.
Responsibilities:
Procurement
- Manage the entire process in the planning of procurement and supply chain activities at Country Office level, ensuring cost and time-efficient delivery of services in compliance with DRC and Donor regulations.
- Collaborate with Support Services Managers, and Supply Chain Team Leaders in all Area Offices and filed locations for proper procurement planning in project design and implementation stages. Ensure that procurement plans are prepared, monitored, and updated at the Country Office level.
- Review Tenders (National and International) dossiers before advertising in close coordination with the regional logistics & procurement support.
- Provide support to field sites to manage the tendering process (TOC report, technical analysis, and contract award).
- Organize procurement training for programme staff and small-scale refresher training (if/when needed) for supply chain staff.
- Ensure that all procurement documents are properly stored and archived to provide an appropriate audit trail for any internal and external audits.
- Conduct market surveys in key categories to ensure that DRC is receiving the best value for money.
- Verify the Self-compliance checks for all FOs are verified prior to submission
- Ensure All consumable items and recurrent services have FWA in place and all Purchase Agreements are updated and monitored accordingly on DRC’s Dynamic.
Fleet management
- Ensure compliance and implementation of Operation Handbook volume on Fleet Management of (including all updated policies on DRC intranet) at Country Office level.
- Ensure Monthly Fleet Reports from all locations are completed and uploaded on monthly basis.
- Advise on Fleet utilization and right-sizing of fleet requirements as per program needs.
- Timely disposal of the non-required fleet as per the DRC process.
- Follow-up on proper monitoring of fuel consumption and use of vehicle log-book, maintenance log, oil log, and other fleet formats and templates by field fleet staff at Country Office level.
- Ensure DRC’s fleet operation at Country Office level is conducted according to DRC’s safety and security standards and in accordance with the local laws and regulations. Report any incident directly to the Head of Support Services and to the Security Manager.
Assets Management
- Ensure compliance and implementation of Operation Handbook volume on Assets and Equipment Management (including all updated policies on DRC intranet) for country office and across all field offices.
- Follow up on assets’ dashboard on monthly basis and take correction actions when needed to ensure all assets are accurately registered and tracked.
- Provide technical advice to supply chain team members in all locations on all aspects of assets management and assist in any Dynamics troubleshooting issues in regard to assets registration.
- Implement any available tools to improve inventory management.
- Provide guidance in disposal methods for unused or expired Assets, with prior Donor/DRC Country director approval.
- Responsible for oversight of Warehouse and stocks Management in the Country Office
- Provide guidance in disposal methods for unused or expired commodities (broken, expired, etc.) with prior donor/DRC Country Director approval.
Organization, administration, and personnel management
- Support the panel during the interview for all Supply Chain-related recruitment.
- Plan and organize regular training with relevant participants (Supply Chain, Program, HR and Finance) to ensure agreed and uniform systems.
- Oversee the observance of the DRC Code of Conduct within the Supply Chain department.
- Ensure that all Supply Chain department staff in Country Office are aware of the procedures to whistle-blow for corruption and other breaches of the Code of Conduct, including reporting mechanism.
Accountability
- Accountable to ensure that all Supply Chain activities at Country Office level are conducted in accordance with the DRC’s Operations Handbook
- Responsible to ensure that recommendations for improvements related to the Supply Chain Components (e.g. from audits) are implemented in a timely manner
- Responsible to ensure that all allegations of breaches of the Code of Conduct by staff in the Supply Chain teams of Iraq are reported and with the support of the Head of Support Services and Security Focal Point, investigated and concluded swiftly.
DRC Dynamics Implementation
- Act as the Superuser for DRC Dynamics (ERP System) – Supply Chain track to ensure training is cascaded to other new users in the Iraq program for a continuous successful ERP implementation.
- Focal point for all ERP’s monthly reports and closure, liaising with the regional office for support and supplier vetting.
Experience and technical competencies:
- Minimum 5 years of logistics and supply chain experience preferably in Iraq.
- Management experience in a highly operational NGO, including field operations experience.
- Experience with donor-specific procedures related to Supply Chain components.
- Ability to conduct training workshops in all areas of Supply Chain.
- Commitment and demonstrated skills to build staff capacity in the areas of Supply Chain, supervision, and monitoring.
- Experience with ERP System.
- Strong organizational and problem-solving skills with an analytic approach.
- Strong interpersonal, management, and leadership skills.
- Highly motivated and detailed, a solution-oriented individual who will be able to resolve operational critical challenges as they arise.
- Ability to work in a participatory manner with staff to assess needs, and implement and monitor activities.

- Academic degree in Supply Chain (Procurement and logistics) or relevant field.
