Overall purpose of the role:
Responsible for the effective implementation of logistics/procurement systems and functions within geographical area of responsibility with a particular focus on compliance to the Operations Handbook. Support logistics/procurement staff and functions in all DRC offices
Geographic Scope:
This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to Area and base operations.
Responsibilities:
Management
- Lead and manage the team (including people planning, performance, well-being and development)
- Ensure effective planning and quality implementation of the Area Supply chain activities including daily monitoring of quality of work
Procurement Co-ordination
- Manage the entire process in the planning of procurement and supply chain activities ensuring cost and time efficient delivery of services in compliance with DRC and Donors regulations.
- Collaborate with Program staff, Area Manager and Supply Chain team for proper procurement planning in project design and implementation stages. Ensure that procurement plans are prepared, monitored and updated at Area Office levels
- Conduct regular visits to locations under the Area office to assess and support compliance and implementation of Operation Handbook volume on Procurement Management (including all updated policies on DRC intranet) across all field offices
- Prepare and Draft ITB (Restricted, National and International) documentation and forwarding for country office reviews
- Take lead in Sponsoring the tendering process for all area-based Procurements (TOC report, technical analysis and contract award).
- Compile Area monthly reports and provide to relevant managers
- Organize procurement trainings for non-Supply Chain staff and small-scale refresher trainings (if/when needed) for procurement staff at Area level
- Plan and organize regular logistics training with relevant participants (logistics, program, Human Resources and finance) to ensure uniform systems to be implemented
- Ensure implementation of audit recommendations relating to logistics/procurement at the Area level
- Ensure that all procurement documents are properly stored and archived to provide an appropriate audit trail for any internal and external audits.
- Conduct market surveys in key categories to ensure that DRC is receiving best value for money.
- Verify the Self compliance checks for all Procurements are verified prior to conclusion.
Fleet Management:
- Ensure compliance and implementation of Operations Handbook across all field offices
- Provide monthly comprehensive country reports on fleet management to Country SCM
- Advise on Fleet utilization and right sizing of fleet requirements as per program needs
- Ensure all DRC owned Fleet are properly Maintained as per minimum standard and requirements
Asset Management:
- Ensure compliance and implementation of Operations Handbook across all field offices.
- Provide monthly comprehensive country reports on Inventory/Assets to SMT
- Implement any available tools to improve the inventory management
- In Collaboration with Supply Chain Manager Provide guidance in disposal methods for unused or expired Asset with prior Donor/DRC Country director approval
Warehouse Management;
- Ensure compliance and implementation of Operations Handbook across all field offices.
- Provide Periodic Warehouse reports to all relevant stake holders
- Provide monthly comprehensive country report on warehouse inventory to Area Manager and Country SCM
- In Collaboration with Supply Chain Manager Provide guidance in disposal methods for unused or expired commodities with prior donor/DRC Country Director approval
DRC Dynamics ERP System
- Ensure that processes under supervision are handled properly via DRC Dynamics
- Ensure ERP functionalities are properly used by concerned staff and team has proper knowledge and access to information to use DRC Dynamics
- Apply reports and data analytics from ERP system to improve overall Supply Chain performance in the area office
As Team Leader the post-holder is responsible for the following:
- Accountable for people management of employees, usually working in the same area of work
- Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time.

Qualifications and Experience
Essential:
- Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
- Minimum Bachelor degree in Procurement & Supply chain Management, Bachelor of Business Administration (BBA) or Any related field with 3 years of practice experience.
- Minimum 3 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management
- Proven management skills and a competence in people management
- Commitment to learning and implementing organizational policies and procedures.
- Excellent skill in MS Word, Excel, and PowerPoint
- Experience in managing supply chain in an ERP system
- Good understanding of the procurement rules and regulations of major international donors
- Full professional proficiency in English
Conditions
Contract: 12 Months with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for National Staff in Somalia; Employment band Management G
Availability: 15 July 2024
Duty station: This position is based in Galkacyo with frequent travels to Bosaso and any other Areas DRC may expand to under the Area Office
