Org. Setting and Reporting
This position is located in the Engineering and Facility Maintenance Section (EFMS) of the United Nations Support Office in Somalia (UNSOS). The incumbent will be based in Mogadishu and reports to Chief Planning, Real Estate and Design Unit within EFMS.
Responsibilities
Within the delegated authority, the Supply Officer, will be responsible for the following duties:
• Develops, reviews, monitors, assesses, and manages Task Orders for the provision of materials and support services.
• Plans and prepares cost estimates/budget implications and long-term forecasts of organization’s requirements for materials and services.
• Assists in developing contracts and associated services, including the preparation of statements of work (SOW)/specifications, technical evaluations, and presentation of cases to the Local Committee on Contracts (LCC)/Headquarters Committee on Contracts (HCC).
• Ensures that routine Quality Control (QC) and Quality Assurance (QA) of documents and records are in place to validate the contractual terms and conditions.
• Ensures that accurate and complete Task Order tracking systems and reporting mechanisms are functioning and that all relevant records are maintained.
• Initiates and oversees periodic reviews of policies, practices, and directives to ensure best practices in Task Order Management issues, standards, and procedures.
• Monitors and analyzes contract performance to ensure compliance with contract terms, schedules, and cost objectives.
• Liaises with the Mission Contract Management Unit/Compliance Management Section in the monitoring of contractual Note to Exceed (NTE) consumption.
• Analyzes problems, audit and performance reports on mission activities and provides remedial action programs where required.
• Implements the Task Order Management Cells work program; supervises, trains and monitors performance indicators for staff.
• Provides guidance to or supervise new/junior staff.
• Perform other related work as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, public administration, supply chain management, law, engineering or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five (5) years of progressively responsible experience in supply services, supply chain management, logistics, engineering, property management or related area is required.
Experience in planning, managing the supply of engineering materials, and services to field mission operations in a complex, volatile, conflict settings is desirable.
A minimum of 2 years of progressively responsible experience in supervising a team is desirable.
Experience in ERP-SAP system is desirable .
Proven ability and experience in establishing Scope of Work (SOW), technical evaluations for third party contracts and associated knowledge of Low Value Acquisition (LVA), Purchase Orders (PO) and invoicing procedures is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English both oral and written is required.
