CONTEXT OF THE POSITION:

Since April 2022, the French Red Cross (FRC) is participating in the response of the Red Cross/Red Crescent Movement to the Ukraine crisis, in Ukraine and its neighbouring countries, by providing significant financial, technical and logistical support and by opening one delegation in Romania covering also Moldova.

In Romania, the FRC delegation is currently located at the Romanian Red Cross (RRC) headquarters in Bucharest. Together with the RRC, the FRC is operating in MHPSS, Primary Health and First Aid projects sectors, targeting Ukrainians refugees mainly and vulnerable host populations; through a delegated management approach.

In Moldova, the FRC is currently supporting First aid activities and is planning to play a more active role alongside the Moldova Red Cross (MRCS), in the areas of National Society Development and Emergency Response. The FRC is planning to relocate its delegation in Chisinau from early March 2025.

POSITION OBJECTIVES

  • Supervise and ensure all financial, accounting, and budgetary management (including financial reporting) of the delegation as well as the management of administrative and legal files.
  • Supervise and ensure the set-up and follow-up of the mission’s HR policy and management, with the support of the Head of Delegation, and coordinate its implementation in the delegation as per the country’s legislation, HR policy and FRC staff development.
  • Supervise and ensure the logistics’ management of the delegation; as well as ensure the proactive and diligent technical assistance of his/her local counterparts, for any logistic file, procedure or process that requires FRC’s supervision, monitoring or quality control.
  • Ensures that all FRC’s support functions are strengthened, and appropriate systems are in place to adequately support programs implementation in all aspects and ensure quality standards in all support processes.
  • Ensure the capacity building of and knowledge transfer to the Host National Societies (Romanian Red Cross and Moldovan Red Cross) relevant counterparts
  • Coordinate with the Romanian Red Cross and Moldovan Red Cross on logistical, financial and administrative aspects.

    The Support Coordinator will play a crucial role in the effective and efficient physical closure of the delegation in Romania and its opening in Moldova in January and February 2025.

POSITIONING

Line Management (reporting relationship) :

  • Works under the responsibility of the Head of delegation

Lateral Management (operational links) :

  • Collaborates internally with: Programme Coordinator, any technical Delegate and all relevant headquarters support services (Logistic/HR and Finance Departments)
  • Collaborates externally with the environment of the delegation : RRC and MRCS, local administrative authorities, RC/RC Movement components, donors of ongoing projects, other partners, service providers, suppliers, etc…

Conditions of employment:

  • Type of status: expatriate
  • Type of contract: Fixed-term contract under French law
  • Salary: According to the classification of the position on the CRf grid and the experience of the candidate
  • Per diem: daily per diem which varies according to the country
  • Leave: 10 to 15 days minimum every 6 months – Airfare paid at 100% by CRF for home travel
  • Health coverage: CFE + Mutuelle MSH (covered 100%) – covered at 75% by the CRF
  • MedEvac/repatriation insurance: YES

LANGUAGES SKILLS REQUIRED:

  • Written and oral English required
  • Written and oral French desired, strong advantage.

QUALIFICATIONS, SKILLS, AND EXPERIENCE

  • Bachelor degree in humanitarian Logistics or Business Administration/Finance.
  • Previous experience in closing/opening a country office.
  • Previous experience in building construction/rehabilitation procurement is an advantage
  • Minimum of 3 years of demonstrable relevant experience in a similar position.
  • Experience and understanding of main donors’ logistics and finance requirements is desirable (knowledge of AFD and CDCS procedures is considered an asset).
  • Previous experience of facilitating staff training and on-the-job coaching is considered an asset.
  • Knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls is essential
  • Ability to communicate effectively with key stakeholders, especially national partners, and adapt to a dynamic environment to achieve objectives.
  • Essential computer literacy (word, excel, internet).
