Position Title: Warehouse Officer

Type of Appointment: Special short-term graded, six months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Between February 22-25 in 2019, Typhoon Wutip crossed directly over Chuuk State and increased in strength as it continued across Yap State in the Federated States of Micronesia (FSM). Most of the affected area is in the outer islands of Chuuk and Yap.
As the United States Agency for International Development’s (USAID) implementing partner, the
International Organization for Migration (IOM) Country Office (CO) in Federated States of Micronesia will support the local governments with relief & reconstruction of public facilities and housing reconstruction.
Under the direct supervision of the Head of Sub-Office in Chuuk and in close coordination with the Operations Officer based in Chuuk and the Logistics and Distribution Officer in Chuuk, the Warehouse Officer will be responsible for organizing and supervising all warehouse operations, inventory management systems, and to support program objectives.
Core Functions / Responsibilities:
- Supervise warehouse operations, and inventory management systems, to support program objectives including but not limited to:
- apply safe work policies and practices to protect both persons and property.
- supervise the warehouse controller to ensure accountability and in the management of material inventory.
- review and confirm the completeness and correctness of all inventory records submitted to the Information Management Officer.
- Monitor the pulse of the material flow, communicate upcoming demands to the warehouse team leaders, as well as informing the reconstruction and procurement teams of potential shortages.
- Communicate, in a timely manner, to the Operations Officer and Head of Sub-office any potential obstacles or issues that would impede program activities.
- Evaluate distribution/logistic processes to ensure the IOM standard of transparency, ethics and efficiency are met.
- Report on the status of all mission, field teams and current state of logistics operations as requested.
- Observe and practice safe working habits, which protect both persons and property.
- Strictly adhere to IOM’s policies and procedures including prevention of sexual exploitation and abuse and promotion of a respectful work environment.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in business management, logistics, engineering, architecture, urban planning or a related field from an accredited academic institution with two years of professional experience; or
- University degree in the above field with four years of relevant professional experience.
Experience
- Experience in shelter-related activities, preferably in construction of large quantity shelters natural disaster response and other displacement situations;
- Broad sector knowledge and/or field experience in the areas of shelter and disaster;
- Experience in risk reduction and management projects;
- Experience in liaising with governmental authorities and with other national and international institutions; and,
- Experience in the Pacific Region and in emergence response.
Skills
- Excellent knowledge on inventory and warehouses;
- Strong leadership, decision-making and problem-solving skills; and,
- High level of organizational and multi-tasking skills.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of any Chuukese Language is desirable.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
