Context:

Under the overall supervision of the Head of Programmes and Policy and under the direct supervision of the Emergency Coordinator, and in close coordination with relevant units of the IOM Mali Country Office (CO), the Shelter and Settlements Cluster Co-Coordinator will be responsible and accountable for the overall coordination of Shelter & Settlements (S&S) in the country and will act in support of the government counterpart performing strategy development, advocacy, and coordination functions in line with the Inter-Agency Standing Committee (IASC) Reference Module for Cluster Coordination.

The Shelter and Settlements Cluster Co-Coordinator will supervise, in close coordination with the Emergency Coordinator, the Shelter and NFI Information Management Officer.

Core Functions / Responsibilities:

1***.*** Strategic direction and coordination

  • Facilitate IOM delivery of its commitments as country cluster co-lead agency.
  • Establish strong working relationships with all sector partners at national and sub-national levels to facilitate effective collaboration and communication.
  • Develop and set-up coordination mechanisms, such as cluster meetings, both at national and sub-national levels, and support the establishment of the cluster structure including the cluster core documents as defined by the Global Shelter Cluster guidance: Strategy, Technical Standards, and Factsheet.
  • Promote accountability to affected populations, participation of local and national stakeholders such as civil groups, and support coordination with government counterparts and other relevant authorities.
  • Substantively contribute to the development/update of shelter and settlements response strategy in coordination with cluster partners, ensuring that the sector strategy complements and promotes multi-sectorial response across the country and supports recovery and transition to more durable housing in adequate settlements.
  • Work with the government and partners on technical guidance for the sector including on Essential Household Items, shelter typologies, settlement level interventions, etc.
  • Facilitate the evaluation of the cluster’s performance. Based on the feedback of this evaluation, work with Shelter Cluster members to develop a plan of response to improve the cluster’s performance.
  • Ensure that shelter interventions are drawn from local building practices and materials, and follow green approach through selection and identification of environmentally friendly and low carbon materials and shelter typologies.
  • Supervise project site planning, site preparation, construction and/ or rehabilitation, building specifications, logistics and administration of technical resources to meet project construction obligations. Prepare a thorough technical/construction projects monitoring system and ensure compliance and strict adherence by all the actors working on site. Ensure accurate record keeping, construction inspections, quality audits and records of actual quantities maintained, drawings are kept up to date and variations and addendums are issued correctly.
  • Facilitate close coordination with IOM, DNDS (Direction Nationale de Développement Social) and protection programmes through the entire programme cycle and provide guidance and information on site and settlement interventions.
  • Prepare documents necessary to implement IOM Shelter and Settlements & NFI activities, including Standard Operating Procedures (SOPs), reporting templates, material specifications, Bill of Quantities (BoQs), drawings, and other technical documents.
  • Undertake field visits and participate in and report on Shelter/NFI Cluster coordination meetings, Technical Working Groups (TWiG), donor and Government meetings and contribute to the establishment of partnerships with relevant stakeholders.
  • Ensure that the integration of cross-cutting issues such as environment, gender, children, Gender Based Violence (GBV) and other vulnerable groups are considered in the S&S strategy and programme implementation.

2. Needs Assessment, Resources Mobilization and Allocation

  • Lead, coordinate and conduct within the SC or at Inter-Cluster level shelter needs assessments, including participatory assessments.
  • Set up a system to ensure the timely availability of data to inform operational decisions by partners and strategic decisions of the Humanitarian Country Team.
  • Ensure that the SC covers all identified shelter needs of the affected population and not only those relating to the specific mandate of individual members of the Shelter Cluster.
  • Provide transparent strategic guidance for the development of common funding criteria, resource mobilisation and prioritization within the SC for inclusion in Consolidated Appeals and pooled funds processes.
  • Develop mechanisms for accountable and transparent financial resource allocation within the cluster, in collaboration with relevant units/departments at CO, RO and/or HQ levels.

3. Capacity Development

  • Ensure capacity building of the government counterpart or the organization that will take over the coordination of the cluster once this is phased out.
  • Coordinate the delivery of shelter training activities for SC members, other local partners, and relevant authorities.
  • Coordinate initiatives to build the shelter capacity of the national and local government, partners and civil society.

4. Standard Setting and Implementation

  • Ensure that the shelter response is informed by appropriate relevant Technical Standards including among others Sphere, and best practices.
  • Ensure appropriate collaboration with other related clusters.
  • Coordinate the integration of cross-cutting issues in the work of the Shelter Cluster, including age, gender, environment, diversity.
  • Through Cluster-wide consultative processes, provide input into the development of global shelter policy and standards led by the Global Shelter Cluster.

5. Information Management, Monitoring, Evaluation and Reporting

  • Ensure that the SC has a functional information management and mechanisms to report and share information within the Shelter Cluster, with the other clusters, with the government, with the overall humanitarian community including donors, with IOM internal mechanisms, and with the Global Shelter Cluster.
  • Ensure that the SC produces analytical shelter reports, including the Factsheet. Promote that information on affected population is disaggregated by sex and age. Implement decisions on indicators to measure impact and performance of SC members.
  • Ensure that the SC maintains an updated website and produces regular updates on the shelter concerns of the affected population, the response by the shelter actors, the gaps, challenges and recommendations.
  • Promote and ensure monitoring and evaluation of the impact of operations carried out by cluster members and the performance of the coordination team.
  • Appraise the performance of any directly supervised personnel of the SC coordination team.

6. Advocacy, Promotion and Fundraising

  • Identify core advocacy concerns for the SC through a consultative process: develop joint cluster/ inter-cluster initiatives to ensure regular and consistent advocacy.
  • Represent the SC in meetings with sectoral and external partners, authorities, donors and other relevant interlocutors.
  • Issue reports and make advocacy statements on behalf of the Shelter Cluster.
  • Negotiate with the Humanitarian Coordinator/Resident Coordinator, the Humanitarian Country Team and cluster members the prioritization and inclusion of project proposals and common funding criteria for inclusion in inter-agency funding appeals.
  • Monitor transparent and accountable financial and other resource allocation within the Shelter Cluster, when required, such as with regard to CERF (Central Emergency Response Fund) or UNOCHA (United Nations Office for the Coordination of Humanitarian Affairs) Humanitarian Funds.
  • Approach donors and other potential sources of funding to explain the SC strategy, challenges, and progress, and to advocate for funding for the overall shelter sector.
  • Coordinate with IOM and other partners to maximize communication impact to donors and others on the SC priorities.
  • Ensure the Shelter Clusters adherence to international human rights instruments, the Guiding Principles on Internal Displacement as well as other relevant international and regional instruments; in cooperation with the Humanitarian Country Team.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in a built environment related field such as Architecture, Engineering, Urban Planning, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Work experience in an international capacity and implementing Shelter and Settlement interventions (4 years minimum);
  • Management experience in emergency contexts;
  • Prior experience in cluster coordination, preferably shelter cluster coordination (minimum 2 years);
  • Previous experience managing common pipelines (desirable); and,
  • Prior IOM experience (desirable).

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
