Context:
IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and standard transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Mental Health and Psychosocial Support (MHPSS) and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
IOM is committed to addressing Gender-Based Violence in Crisis through an institutional framework launched in 2018. In South Sudan, IOM has been working to strengthen national partner’s capacity on GBV prevention and response and working with IOM transition, recovery, peace and security programmes to integrate gender transformative approaches to address root causes and contribute to women’s empowerment, and inclusive conflict resolution and peacebuilding outcomes.
Under the direct supervision of the Programme Coordinator (Protection, Gender Equality and Inclusion), the Gender Equality and Gender-Based Violence Officer will complete the tasks outlined below:
Core Functions / Responsibilities:
1. Provide overall technical and operational support for the implementation of the institutional GBV in Crisis Framework focusing on GBV risk mitigation, addressing root cases and supporting survivors in IOM integrated and GBV standalone programming. This includes:
a. Conduct regular evidence-based review of these integrated programme elements highlighted in the GBViC Action plan through monitoring and evaluation, especially in coordination with IOM’s portfolio programme managers; and,
b. Based on evidence review, provide technical inputs for the development of strategic approach that strengthens gender transformative, women’s empowerment and inclusion approaches for transition and recovery programming for humanitarian, peacebuilding, community development and security and migration management sector strengthening.
2. Contribute to the development and implementation of tailored capacity building to help improve the technical capacities among IOM teams and implementing partners for GBV prevention and response for stand-alone and integrated GBV programming. Encourage de-incentivized, community-led approaches to improve access to services for GBV survivors, governance of WGFS and effective GBV primary prevention.
3. Provide technical guidance and inputs for necessary tailored capacity building to help improve the technical capacities among IOM teams and implementing partners for a coordinated approach to protection, gender and GBV mainstreaming in IOM South Sudan humanitarian and transition and recovery portfolios.
4. Provide technical and project management support for allocated GBV projects, including implementing partner coordination and effective supervision of relevant IOM GBV staff. Regularly update teamwork plans to facilitate the achievement of project outcomes and outputs, and timely and accurate reporting.
5. Assist in strengthening accountability to affected population (AAP), including complaints feedback mechanisms and disability inclusion measures within IOM GBV programming.
6. Assist in strengthening the implementation and utilization of monitoring and evaluation for GBV programming.
7. Provide technical support for the implementation for IOM Protection from Sexual Exploitation and Abuse and Harassment (PSEAH) system.
8. Participate in gender equality and GBV coordination mechanisms at national level, check that reporting to the GBV sub-cluster is carried out in a timely manner, and facilitate coordinated state-level representation/participation.
9. Perform such other duties as may be assigned.
Required Qualifications and Experience:
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and background verification and security clearances.
