Context

The International Organization for Migration (IOM) has been present in Myanmar since 2005 and is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. In Myanmar, IOM has significantly expanded operations in the past two years in light of the emergency context, working across key areas of the country to support the implementation of emergency and post-crisis programming.

IOM programming entails close work with local organisations who are key partners to ensure effective localised, flexible, context relevant response and IOM has established a Rapid Response Fund to respond to immediate humanitarian needs. IOM will continue to expand partnerships, support localisation through capacity building, collaborative and equal partnership approaches as well as through on-going technical guidance and mentoring to partners. In addition, IOM Myanmar is looking to expand direct programming where possible and increase support for emergency response, preparedness, disaster risk reduction (DRR), transition and recovery programming. IOM Myanmar is therefore seeking a Senior Programme Coordinator (Emergency and Post-Crisis) to oversee, manage and lead IOM’s programming related to emergency and post-crisis programming beyond the Rapid Response Fund.

Under the direct supervision of the Chief of Mission (CoM) in Myanmar, in close coordination with the Humanitarian Coordinator in Myanmar, and relevant Emergency and Post-Crisis (EPC) Thematic Specialists in the Regional Office for Asia and the Pacific (ROAP), the successful candidate will support IOM operations in Myanmar with specific focus on overseeing key emergency projects and the further development and implementation of DRR, transition and recovery programming and response in key conflict and disaster affected areas of the country.

Responsibilities and Accountabilities

  1. In close coordination with the Humanitarian Coordinator, manage and lead key emergency as well as preparedness, DRR, transition and recovery operations in Myanmar in accordance with IOM Rules and Procedures.
  2. Oversee the implementation and monitoring of relevant emergency and post-crisis activities, with a specific focus on disaster response as well as transition and recovery activities, including new projects, as well as re-programmed activities in coordination with project staff, senior management and the Regional Office in Bangkok, to ensure consolidation and a harmonized response across thematic and geographical areas of intervention.
  3. Provide expert guidance and advice to programme staff on procedures and implementation related to emergency, disaster risk management and post-crisis programmes and build the capacity of staff and implementing partners in standards and principles related to emergency and post-crisis programming.
  4. In coordination with the Programme Support Unit, provide inputs to IOM internal and external strategies, response plans, information requests, sitreps, talking points, and other communication materials related to the situation in Myanmar, and IOM Myanmar emergency, preparedness, disaster risk reduction and post-crisis programming at country office, regional office and HQ level.
  5. Lead the provision of inputs to emergency, preparedness, disaster risk reduction and transition and recovery response strategies for Myanmar, including the Humanitarian Needs and Response Plan, contingency planning, preparedness efforts and other relevant inter-agency emergency response, preparedness and recovery planning exercises.
  6. Lead the development of new project ideas and programmes in line with IOM Myanmar strategy, provide guidance to programme staff in project development and review project proposals before submission to donors, in coordination with IOM Myanmar’s senior management and the Programme Support Unit.
  7. In coordination with the Resource Management Unit, monitor budget expenditure against work plans and donor agreements and manage the operational, administrative and financial aspects of relevant projects/programmes, including staff recruitment and supervision, identifying resource or financial deficiencies, and initiating and proposing corrective action.
  8. Ensure the development of program work plans, establishment of monitoring tools and tracking of implementation challenges to promote evidence-based decision-making and review and assess project progress and programme activities and take corrective or alternative action for programme improvement and success.
  9. Lead the preparation of donor reports as well as special and other required reports, and ensure that all reporting requirements are met in a timely manner.
  10. Keep abreast of policies, international standards and best practices relating to the emergency preparedness, disaster risk management and transition and recovery field for further enhancement of the IOM response in Myanmar.
  11. Liaise with donor representatives working on Myanmar and provide briefings and updates on IOM’s activities and projects to current and potential new donors, negotiate with donor representatives and play an active role in resources mobilization.
  12. Represent IOM in related meetings with United Nations (UN) and non-governmental organizations (NGO) counterparts, including in interagency coordination meetings and meetings called by OCHA or the Resident Coordinator’s Office convened to discuss coordinated responses to the situation in Myanmar.
  13. Ensure relevant standards, manuals, and guidelines are integrated into implementation, including but not limited to, standard and guidelines in relation to Gender-Based Violence (GBV), gender and protection Mainstreaming, AAP and MHPSS as well as relevant standards in place and/or developed at the national level in Myanmar.
  14. Ensure participation in all relevant clusters and working groups, including CCCM/Shelter/NFI, WASH, CASH, protection, MHPSS, AAP and others and coordinate strategic and operational input, as needed. Contribute towards the elaboration of SOPs, harmonized approaches, contingency plans and disaster reduction strategies.
  15. Undertake duty travel and field visits as required.
  16. Perform such other related duties as may be assigned.

EDUCATION

  • Master’s degree in Political or Social Sciences, International Development, Business Administration, Migration Studies, Information Management, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

EXPERIENCE

  • Demonstrated experience managing complex emergency, humanitarian, DRR and/or transitional programming;
  • Experience working at an international level with specialized international agencies (UN agencies, international organizations, and international specialized NGOs) and in complex humanitarian operations;
  • Experience in liaising with governmental and donor authorities as well as with national and international institutions; and,
  • Experience working in the region an advantage.

SKILLS

  • Knowledge of project management including administrative and financial management;
  • Demonstrated capacity in project management and budget tracking, as well as project development;
  • Ability to work with minimal supervision;
  • Knowledge of project development processes and effective report writing;
  • Sound communication and negotiation skills; and,
  • Ability to supervise and lead diverse teams.
