Operational in Indonesia for more than 40 years, IOM Indonesia is working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance, and Resettlement and Voluntary Returns.

IOM’s Immigration and Border Governance (IBG) Division supports Member states in strengthening the policy, legislation, operational systems, human resources and administrative and technical structures required to respond more effectively to diverse migration and border management challenges. IBG project and activities are in line with IOM’s commitment to facilitate orderly, safe and regular migration and mobility.

Under the direct supervision of the Immigration and Border Governance National Project Officer and the overall supervision of the Programme Manager, the project assistant will be responsible for supporting the implementation and provision of targeted technical assistance to beneficiaries of the ‘Transcending Borders:  Strengthening Coordination, Detection and Management of Migration-Related Transnational Organized Maritime Crime in Indonesia’ and other IBG project. In addition, the project assistant will be also responsible to provide clerical support to project development initiatives on border protection and border governance, in close coordination with the National Project Officer and the Programme Manager.

Responsibilities and Accountabilities

  1. Support the collaboration and liaison with main IBG partners, beneficiaries, and relevant stakeholders, including government ministries, multilateral organizations, civil society organization and academic, among others, at the national and at the local level.
  2. In coordination with the National Project Officer, support the implementation of the IBG project activities, namely, update of handbooks on maritime security issues, capacity building initiatives, coordination meetings, support in the development of a smartphone application to identify and refer Victims of Trafficking with tabletop exercise and training to socialise on the tools.
  3. Support the PM and National Project Officer to monitor day-to-day IBG project activities, in accordance with IOM’s rules, regulation and procedures.
  4. Support the monitoring of operational and administrative activities, in line with IOM administrative procedures.
  5. Support the Programme Manager and the National project Officer, to draft work plan, concept notes, Term of References (ToRs), activity and workshop reports. This may include the identification of targeted participants, speakers, determination of the objectives of the workshop, and drafting of tentative agenda.
  6. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
  7. Support monitoring of the IBG project activities regularly by utilizing means of verification stated in the project proposal and provide recommendations for risk mitigation measures;
  8. Support the preparation of the project reports required by donors and other external stakeholders as required.
  9. Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, government, private sector, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to immigration and border governance issues.
  10. Perform any other duties as may be assigned, including clerical support and duty travel.

Required Qualifications and Experience

EDUCATION

  • Bachelor degree or equivalent in Political/ Social Sciences, Law, International Relation or a related field from an accredited academic institution with at least three of relevant working experience, or;
  • Completed High School degree from an accredited academic institution, with at least five years of relevant working experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

EXPERIENCE

  • Indonesian National with good knowledge and understanding of migration, border security and counter-trafficking context in Indonesia
  • Professional experience in project implementation, project development, including delivering training to government and non-government stakeholders;
  • Professional experience in donor liaison and reporting;
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Able to manage workload within general schedule of work, instructions and standard practices. Able to work with minimum supervision and maintain composure under pressure.
  • Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds.

SKILLS

  • Solid understanding of border governance and trafficking in persons related national/regional framework and regulations
  • Strong research and analytical skills would be an asset
  • Well versed in written and oral communication skills in English and Bahasa Indonesia, including the ability to explain and present technical information; able to draft written documentations in a clear and concise style in both English and Bahasa Indonesia.
  • Strong liaison and networking skills with state and non-state actors.
  • Strong training experience.
  • Proficiency in Microsoft Office tools like (word-processing, spreadsheet, database, e-mail).

Languages 

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and Bahasa Indonesia is required (oral and written).
