Your team

Within the Directorate Maastricht Upper Area Control Centre, the Human Resources (HR) team is supporting the Director in the implementation and development of the HR processes and activities as defined by the Agency. It ensures the provision of HR support for MUAC staff and manages the relationship with corporate HR services.

Your role

Your role will be to:

  • Analyse, design and evaluate jobs:
    • Collaborate with managers to ensure understanding of the business (organisational structure, business objectives, processes, etc.) and required roles to achieve business goals.
    • Analysing the best sourcing approach to perform an activity
    • Conduct job analyses; understand responsibilities and requirements, write job descriptions and focus on essential duties, qualifications and competencies needed for new or revised functions.
    • Evaluate jobs and ensure an equitable and consistent evaluation according to established rules, methodology and standards.
    • Perform research on market value of roles and recommend re-evaluation as necessary to ensure EUROCONTROL remains competitive in attracting required talents.
  • Build and maintain a database of job descriptions to ensure there is a single reference source of finalised/approved job roles.
  • Chair and manage selection panels; identify the most suitable talent from available applicants through screening applications/CVs, calls, interviews, assessments, etc.
  • Propose and conduct proactive sourcing activities to identify potential candidates through various channels, including online job boards, social media platforms, professional networks, and other relevant sources.
  • Maintain a proactive approach in building a pipeline of qualified candidates for current and future hiring needs.
  • Support the development and execution of employer branding campaigns, including creating engaging content for social media, and other platforms in order to attract high-quality candidates and promote our company’s image as an employer of choice.
  • Collaborate with the Communications team to develop compelling and informative content related to job openings, company culture, employee testimonials, and other relevant topics.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of at least 4 years in a relevant field (i.e., Psychology, Business Administration, Human Resources, etc.) or of 3 years plus 1-year relevant professional experience in HR.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • A minimum of 3 years’ relevant professional experience in Human Resources, including talent acquisition, ideally in an international environment.
  • Experience in/with:
    • Recruitment selection methods (interview techniques, evaluation methods, etc.) and full cycle talent acquisition processes.
    • Social platforms to source candidates, online recruitment tools, professional networks, etc.
  • Excellent verbal and written communication skills in English, with the ability to craft engaging content and interact effectively with candidates.
  • Strong attention to detail and organizational skills to manage multiple tasks and prioritize accordingly.
  • A proactive and results-oriented mindset, with the ability to work independently and as part of a team.
  • The following would be considered an asset:
    • Understanding of organisational design and development process
    • Experience in job design (job analysis, description, evaluation, etc.) and sourcing analysis
    • Experience in participating to the design and maintenance of a job evaluation methodology.
    • Experience with applicant tracking systems (ATS) or candidate management tools.
    • Experience with, and understanding of, recruitment tools (e.g., LinkedIn Recruiter).
    • Advanced knowledge of MS Excel.

  • Planning & Organising: You know how to plan ahead and adapt as required.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
