Introduction
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has approved 216 projects in 129 countries and has committed USD 12.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. Position Objective
Reporting to the Head of Human Resources, the Talent Acquisition Manager is responsible for defining and leading GCF talent acquisition strategy to support the organization’s continued growth and transformation and strengthen the recruiting model and related programs. The Talent Acquisition Manager partners with all divisional units and HR Business Partners to identify and address talent gaps, develop sourcing tools and techniques, further build on existing and established programs around diversity and employer branding and assure highest level of service delivery and commitment to recruiting excellence across the organization. The TA Manager will inspire the TA team, lead by example, drive change at the right pace and ensure a performance-driven culture of accountability and collaboration at GCF.

Duties and responsibilities

Purpose

  • Provide strategic direction and seamless execution of the organization’s talent acquisition and recruitment efforts from entry level to experienced level hiring; deliver insight into general hiring trends across multiple disciplines within the marketplace
  • In close partnership with HR leaders, identify mission-critical talent gaps and develop and execute effective recruiting strategies for capturing and attracting top talent across the organization, as well as specialized programs
  • Champion the building of talent pipelines and communities for highly critical functional areas and diverse talent pools
  • Expand relevant talent pools through identifying sources of global required talent, including new sources of diverse talent, and develop relationships with key universities, institutions and communities as appropriate.
  • Evaluate and manage the talent acquisition budget and operating plan on annual and real-time basis.
  • Deliver on GCF’s goal of attracting and retaining a diverse workforce of 350 talented professionals

Engagement
Team

  • Lead and manage Talent Acquisition team to ensure collaboration with the business and HR partners to achieve hiring objectives
  • Provide timely and constructive feedback, monitor and acknowledge the accomplishments of team and individual goals and objectives, creating a positive and inclusive culture
  • Continually assess and calibrate the organizational structure to ensure the team is staffed appropriately to deliver timely and high-quality service based on individual business unit demand

Client

  • Build and nurture strong, credible relationships with HR partners, senior leaders, hiring managers and other critical stakeholders across the organization; act as trusted advisor and strategic expert

Delivery

  • Enhance GCF’s employer brand and value proposition and help position GCF as the employer of choice for top talent ranging from entry to senior levels; utilize tools and internal /external channels to create and deliver messaging, via digital / social media
  • Develop and implement creative and innovative sourcing strategies and techniques to build a diverse pipeline of qualified candidates
  • Evaluate and optimize recruitment programs, systems, processes, tools and metrics to inform/improve service delivery, reporting and sound hiring decisions
  • Keep up-to-date on external trends and developments in the recruiting and talent industry and champion adoption and implementation of innovative and cutting-edge processes and tools
  • Work closely with the team to collect and coordinate aggregate data for talent pool and translate those data into insights through data analysis that drives deliberate action plans at the appropriate levels
  • Ensure the delivery of fair and effective assessment and selection steps that take account of gender, cultural differences and norms, and meet standards for diversity and fair access of opportunities for all.

Required experience and qualifications

  • Master’s degree in HR, Education, Psychology or relevant fields; or a relevant Bachelor’s degree with an additional 2 years of relevant work experience;
  • Eleven (11) years of relevant work experience in Human Resources Management
  • At least 7 years of progressively responsible experience as a Talent Acquisition Specialist, preferably in an international organization or a global company.
  • Talent Acquisition Certification would be advantageous
  • Ability to work at both strategic and operational levels
  • Experience in managing and overseeing a talent acquisition team and evidence of transforming the recruitment function within an organization is advantageous.
  • Up-to-date knowledge on talent acquisition tools and selection techniques.
  • Experience with online networking tools and access to professional networks as required, to enable high-quality recruiting partnerships.
  • Talent acquisition outreach skills and ability.
  • Hands-on experience in developing recruiting metrics and reports to assess the effectiveness of recruitment strategies
  • Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.
