The Caribbean Community (CARICOM) Implementation Agency for Crime and Security (IMPACS) established by Heads of Government, is seeking suitably qualified individuals to fill the following position at its sub-agency, the Joint Regional Communication Centre (JRCC), with assigned duty station in Barbados:

JOB SUMMARY

The Targeter will be responsible for analysing traveler data and other information to identify high-risk travellers entering or travelling through the Caribbean Region. This includes conducting technical research and analyses, identifying and reporting trends on persons of interest, affiliates and organisations. The incumbent will also work collaboratively with stakeholders to identify opportunities to disrupt transnational criminal networks to prevent terrorism, illegal arms trade, drug networks, cyber threats, and other serious crimes.

DUTIES AND RESPONSIBILITIES

  • Conducts in-depth, technical research and analysis using information submitted by carriers and other relevant agencies or partner/stakeholder databases, as well as automated systems and open sources.
  • Conducts trend analysis, creating after-action reports to identify high risk targets, addressing intelligence collection/reporting gaps.
  • Disseminates intelligence to partner agencies to enable further investigation.
  • Establishes close working relationships with key partner agencies both in the Caribbean Region and overseas.
  • Develops operational concepts and reports to present to all relevant stakeholders.
  • Reviews operational data traffic for intelligence leads and conduct detailed data analysis on data fields of operational interest.
  • Develops new leads for operational exploitation/exploration.
  • Identifies connections across investigations and networks that have not been previously identified, assessed, and investigated.
  • Provides briefings and point papers regarding status of investigative efforts.
  • Prepares analytical and intelligence report evaluations and products.
  • Undertakes other duties which may arise or as may be delegated from time to time.

QUALIFICATIONS, SKILLS, AND EXPERIENCE

  • Bachelor’s degree in Data Science or in a related field.
  • Previous years’ experience in Business Analysis and/or working in an Intelligence Environment would be an asset.
  • Demonstrated knowledge and experience Excel, Google, Microsoft in Analyst Notebook, Google Earth.
  • Demonstrated experience in OSINT tools and network analysis.
  • Ability to identify and assess the right entities, vulnerabilities and technology trends to enable new collection operations.
  • Strong analytic, research, and investigative skills.
  • Ability to articulate complex analysis verbally and in written communication.
  • Ability to establish and maintain relationships with government and private stakeholders.
  • Ability to work on multiple tasks concurrently, and excel in voluminous, high-impact environment.
  • Ability to maintain a high level of confidentiality.

LOCATION

This position will be based at IMPACS’ sub-agency, the JRCC, located in Barbados.
