The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking to recruit a Resident Tax Administration Advisor to be based in Moroni, Comoros. The successful candidate will be appointed for a period of one year. The contract may be renewable subject to satisfactory performance and availability of funding. It is expected that sufficient funding will be available for the advisor to spend around three years in the position. In close collaboration with IMF Headquarters, and the Regional Capacity Development Center (AFRITAC South), the Advisor will be required to provide technical assistance (TA) on tax administration to assist the Comorian authorities.

The advisor’s primary responsibilities will be to: (1) develop and monitor the work plan; (2) consult with the authorities on capacity development priorities and provide direct and hands-on technical assistance and training as needed; (3) help the authorities implement tax administration reform strategies designed in close coordination with FAD; (4) provide support to short-term FAD or AFRITAC South experts recruited to deliver technical assistance remotely or in-person; (5) manage the development and delivery of tax administration capacity building events such as training, workshops, study tours and seminars; and (6) liaise with the AFRITAC South resident advisors and coordinate with other technical assistance providers and their experts.

Qualifications:

The technical skills and qualifications required for this position include a high level of knowledge in the following areas:

  • Legislative and regulatory environment for tax administration organization, strategic planning and management of a tax agency.
  • The whole range of tax administration technical procedures and controls including core tax functions.
  • Policies and activities in the field of tax enforcement and compliance.
  • The use of information technology and new digital tools and applications to support tax administration operations.
  • Familiarity with tax policies and regulations.
  • International good practices in tax administration.

Applicants should have extensive practical experience in the above areas with at least five years in a senior position within a revenue/tax administration. Preference will be given to applicants who have an all-round experience in managing tax operations; who have participated in tax administration reform programs; who have experience in hands-on delivering and managing technical assistance work and coordinating with other donors and technical assistance providers; and who are aware of the issues and challenges facing tax administration reform in Fragile and Conflict-affected States (FCS). Previous experience of capacity building in the tax administration area and experience in organizing and conducting training courses and workshops, and Certification in the Tax Administration Diagnostic Assessment Tool (TADAT) will be added advantages.

  • An advanced university degree in a relevant field and at least four years of relevant, professional experience within a revenue/tax administration or international organization providing TA on revenue policy and administrative matters.
  • Excellent interpersonal skills, and ability to work as part of a team, to maintain effective and cooperative relations with national authorities and with donors, and to handle sensitive issues with discretion in a multicultural environment.
  • Full proficiency in French and a working knowledge of English.
  • Strong oral and written communication skills, particularly presentational capabilities to deliver effective seminars and training events.
  • Strong organizational and planning skills with ability to effectively and flexibly manage budget and other resources, ensuring timing and quality compliance with reporting requirements while working with considerable autonomy.
  • Familiarity with modern computer systems, applications software, and digital innovations to support tax operations.
  • Previous experience of capacity building in the tax administration area (such as participating in tax administration CD activities and organizing and conducting training courses and workshops) would be an advantage.
