The Technology, Innovation, Connectivity, and Infrastructure Division (TICID) is seeking for a Consultant who will support in the effective implementation of the work programme of the Botswana Projects and the Digital Centre of Excellence in advancing the various components of digital transformation such as Digital ID, data management and privacy, trust and interoperability, harmonization of policy and legal frameworks as well as capacity development.

Duties and Responsibilities
Background The Centre of Excellence for Digital ID, Trade and Economic has been established to drive digital initiatives at the Economic Commission for Africa, Headquarters in Addis Ababa. The Centre’s programme drive digital transformation initiatives to support member states in making full use of the many opportunities of digitalization to meet their socioeconomic targets and commitments to SDGs and Agenda 2063. These initiatives include, Digital ID, National Digital Transformation Strategies, eCommerce, AI Research, 5G Trials, Digital Interoperability, Harmonization of Policy & Regulation, and ePayments, all to support Member States. The center’s work is anchored on harmonizing standards, regulation, infrastructure, and capacity development on the African continent to develop digital identity, electronic Civil Registration and Vital Statistics (e-CRVS), and the economy. To achieve the digital transformation goals at the sub-national, national, and continental levels, a holistic, interoperable, and sustainable civil registration, vital statistics, and identity management system is required. Duties and Responsibilities Under the guidance of the Director of Technology, Innovation, Connectivity, and Infrastructure Division (TICID) and the supervision of the Chief of the Technologies, Innovation and Digital Transformation Section, the Consultant will perform the following tasks: – Support in monitoring budget/work programme of the section with respect to various budgets of the Botswana Project and the Digital Centre of Excellence. – Support in the effective implementation of the work programme of the Botswana Project and Digital Centre of Excellence. – Reviews, analyses, and assists in the finalization of cost estimates and budget proposals. – Support in the preparation of presentation materials using appropriate technology/software. – Support in the drafting of budget reports based on the results collected to disseminate to partners and donors. – Assist with organizing and convening meetings/events, including all relevant preparations, preparing background documents, taking notes of meetings, and compiling documents for communication materials of the section. – Audits the contractors’ invoices against the goods and services provided by the contractor and approved by the UN. – Processes the payment of contractors’ invoices and monitor payments. – Performs other duties as assigned by Supervisor.
Qualifications/special skills
Advanced University degree (Master’s Degree or equivalent) in Economics, Business, Management, Public Administration, Social Sciences or related field or other relevant area is required. A Bachelor’s degree in Economics, Business, Management, Public Administration, Social Sciences or related field of studies with additional two years of relevant work experience may be accepted in lieu of the advanced university degree. Experience in coordinating programs, including programme planning, coordination, monitoring and evaluation, and reporting for capacity-building and programme development roles is required. Experience in working with international organizations and donor projects or/and proven ability to manage the development and implementation of project activities and/or experience working in the UN System is an advantage. A good experience in managing digital development projects is desirable.
Languages
English and French are the working language of the United Nations. For the consultancy advertised, fluency in English is required. Knowledge of the other language is desirable.
