OBJECTIVES OF THE PROGRAMME

Unitaid, a partnership hosted by the World Health Organization is focused on accelerating the introduction and adoption of key health products primarily for HIV & co-infections, tuberculosis, malaria and women & children’s health. It creates systemic conditions for sustainable and equitable access and aims to foster inclusive and demand-driven partnerships for innovation. It designs and invests in innovative approaches to make quality health products available and affordable in low- and middle-income countries. It promotes collective efforts with partners, countries and communities, unlocking access to the tools, services and care than can deliver the best results, improve health and address global health priorities.

DESCRIPTION OF DUTIES

• Coordinate the performance monitoring of all Unitaid programs (ie, portfolios of investments within Unitaid’s Programmatic Priorities).
• Ensure all programs include fit-for-purpose results and monitoring frameworks (eg, objectives, log frames, theory of change), reflective of Unitaid’s strategic priorities and multiple roles (investor, influencer, pathfinder), and aligned with reporting and learning needs.
• Oversee the continuous monitoring of programmatic performance within and across Unitaid’s Programmatic Priorities; in coordination with other grant management teams, ensure appropriate escalation and resolution of programmatic performance issues.
• Drive the effective communication, appropriation and use (by Unitaid and its partners) of performance information for programmatic performance management, risk analysis and decision making in programs.
• Coordinate the analysis, consolidation and reporting of programmatic performance within the Secretariat (eg, to management teams) and to Unitaid’s governance bodies (Committees and Board)
• Participate in key program-related decisions and approvals, within the established delegation of authority.
• Supervise the development of relevant tools, frameworks, business processes and information systems in support of monitoring activities and related grant management activities; ensure their smooth integration within Unitaid’s broader grant management processes and systems.
• Oversee the provision of high-quality independent evaluations of Unitaid’s programs and activities.
• Develop an evaluation plan, based on clearly articulated and prioritized learning and accountability needs.
• Supervise the planning, commissioning and delivery of independent consultant-led evaluations; ensure evaluations meet high quality standards and Unitaid’s expectations, and drive consultant performance accordingly.
• Coordinate internal and external stakeholder engagement throughout the evaluation cycle.
• Maintain a diverse pool of consultants that meets the evaluation needs of Unitaid; revisit contractual modalities as needed to optimize the value for money of consultant contracts.
• Define and adapt as necessary Unitaid’s guidelines, frameworks and tools for evaluation.
• Overall, ensure evaluations are conducted in line with Unitaid policies, and in a way that guarantees their independence, objectivity, transparency, inclusivity, timeliness and relevance.
• Drive learning and continuous improvement in Unitaid’s programs and broader ecosystem.
• Design and implement a comprehensive learning approach for Unitaid’s programmatic work (including data systems, processes and methods) from the identification of key learning questions to the analysis and dissemination of lessons and findings.
• Coordinate the integration of lessons and findings at the relevant points in Unitaid’s strategic and operational cycles; maximize the learning potential beyond Unitaid through publications, dissemination events, and other partner engagement as relevant.
• Actively drive, through relevant change management approaches and with support of the leadership team, an organizational-wide shift towards a learning culture
• Conceptualize, structure and lead, in coordination with other key internal teams, specific initiatives with high learning potential for Unitaid (eg, in the area of scalability) Maximize learning and exchange with relevant professional networks and communities of practice in the area of Monitoring, Evaluation and Learning Lead the Monitoring, Evaluation and Learning team.
• Work closely with HR for recruitment, onboarding and day-to-day management of the MEL team members Define a clear vision/direction, objectives and expectations for the team.
• Support team members in delivering their objectives and growing as individuals.
• Develop and nurture effective relationships with other departments.
• Contribute to the broader management of the Secretariat as member of the extended leadership team and relevant internal management committees.
• Represent Unitaid in external fora as relevant.
• Support other initiatives as needed.

REQUIRED QUALIFICATIONS

Education

Essential:

• Advanced University degree in epidemiology, public health, economics, health economics, international development, or related field.

Desirable:

• Degree, diploma or certificate in Monitoring, Evaluation and/or Learning

Experience

Essential:

• At least 10 years of professional experience in the development sector in the areas of monitoring, evaluation and learning including at least 3 years in the health sector.

Desirable:

• Extensive experience using a diverse range of monitoring, evaluation and learning methods.
• Progressive experience leading and managing diverse teams (with direct or indirect reporting line) in an ambiguous and dynamic environment.
• Demonstrated experience to deliver cross-functional projects in complex settings.
• Experience conducting advanced analyses to inform business or policy decisions.
• Track record in developing and leading cross-institutional partnerships and collaborations.
• Track record in report writing for public dissemination.
• Experience with data systems and knowledge management.
• Established professional network with relevant institutions in the area of Monitoring, Evaluation and Learning

Skills

• Excellent knowledge of the Theory of Change and Logical Framework Approach to project planning, including ability to set measurable indicators for project monitoring, project evaluations, data quality audit, and Key Performance Indicator analysis and reporting.
• Excellent knowledge of evaluation standards and methods, as well as learning approaches in International Development
• Familiarity with the ecosystem within which Unitaid operates, including public health and healthcare market dynamics in Low- and Middle-income countries, regulatory policies, and global pharmaceutical policies and trends.
• Familiarity with impact assessment methods
• Knowledge of grant management in the development sector
• Excellent written and oral communication skills, demonstrated skills in presenting information to groups of people with diverse educational and training backgrounds.
• Strong project management skills and capacity to work through matrixed organizations.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6553 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
