OBJECTIVES OF THE PROGRAMME
The G20 Joint Finance-Health Task Force (JFHTF) Support Team aims to support the Task Force in its work to enhance global dialogue and cooperation on key health issues, particularly relating to pandemic prevention, preparedness, and response (PPR), and including through the exchange of experiences and best practices, the further development of coordination arrangements between Finance and Health Ministries, and collaboration on specific deliverables as laid out in the annual JFHTF workplan.The JFHTF Support Team’s work includes proposing and negotiating the Task Force’s strategic direction and workplan, and subsequently overseeing the development and negotiation of options, proposals and decision points on relevant deliverables for the consideration of the Task Force at meetings convened by the co-chairs. The JFHTF Support Team engages directly with Task Force members and stakeholders to inform and advance this work in consultation with the co-Chairs. The Support Team’s work is performed ahead of relevant G20 meetings, in particular the Joint G20 Finance and Health Ministers Meeting(s), while seeking consistency with ongoing related work at the World Health Assembly, WHO, and the World Bank Group and other international financial institutions (IFIs).The JFHTF Support Team provides project management, coordination, knowledge management, resource mobilization and day-to-day administrative work in support of the JFHTF’s workplan. The JFHTF Support Team will rely on WHO, the World Bank and relevant international organizations (IOs), as well as additional resources, for the technical, strategic and consultative work for each major deliverable in the approved annual work plan of the Task Force.
DESCRIPTION OF DUTIES
Generic duties
1. Provides technical leadership and managerial support within the Department/Programme, in the area of Health-Finance coordination and the G20 JFHTF ensuring that activities in this area are carried out efficiently and effectively.
2. Develops and proposes technical health policies and strategies for implementation through collaboration with Regional and Country Offices and provides advice in developing further the Health-Finance coordination and the G20 JFHTF for strengthening and improving technical capacity of target clienteles.
3. Manages the program area in delivering its objectives through efficient managing a small team of technical staff, financial resources and effective work planning to optimize the programme’s deliverables in line with the mandate of the Organization.
4. Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.
5. Manages the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize performance of Programme deliverables.
6. Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise.
7. Liaises with and utilizes partnerships in other UN Agencies, Donor, or research institutions in the Health-Finance coordination and the G20 JFHTF to position the technical area of work and implementation into Global and/or National policies.
8. Represent the programme area of work at various meetings to advocate for Health-Finance coordination and the G20 JFHTF.
9. Perform all other related duties as assigned.
Specific duties
1. Maintain the schedule and content of the JFHTF Support Team annual programme of work, monitoring and following up to ensure high-quality deliverables, and supporting the Head with prioritization and scheduling as assigned.
2. Oversee JFHTF Support Team activities for the Head on a day-to-day basis, supervising as appropriate WHO staff Secondments and experts on loan, ensuring adherence/compliance with WHO administrative rules and procedures, and liaising with all relevant WHO entities
3. Develop advocacy materials and financial proposals, consistent with WHO standards and best practices to support JFHTF operations.
REQUIRED QUALIFICATIONS
Education
Essential:
An advanced university degree in health economics, international policy, international relations, development studies, management, finance or economics, related to the functions of the position.
Desirable:
A PhD in one of the above-mentioned fields.
Experience
Essential:
1. A minimum of 10 years of professional experience in the management of health finance and economics, providing advice and guidance to senior management/decision makers, including experience in the area of health policies and strategies.
2. Demonstrated experience managing human and financial resources.
3. Demonstrated experience at the international level.
Desirable:
1. Public health experience and demonstrated ability to deliver complex policy in multilateral environments;
2. Experience with a range of organizations, including UN, International Financial Institutions, or NGOs;
3. Sound knowledge of WHO mandate and its role in international health emergencies.
Skills
1. Concrete skills in the planning and coordination of multidisciplinary public health programmes, which may include the implementation of a public health/disease control programmes.
2. Strong skills in the area of developing and establishing polices and strategies Excellent skills and ability in managing diverse teams and financial resources.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6352 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
