Your team

Within the The Directorate Maastricht Upper Area Control Centre, the Human Resources (HR) team is supporting the Director in the implementation and development of the HR processes and activities as defined by the Agency. It ensures the provision of HR support for MUAC staff and manages the relationship with corporate HR services.

Your role

Your role will be to:

  • Plan, manage, and monitor the Employee Experience team’s (+/-6 team members) output, including resource allocation, objective-setting, and performance evaluation. Address performance issues though training, coaching, etc. to ensure required competencies are available when needed.
  • Support budget and resource planning, ensuring that the team has the resources necessary to meet its objectives and that activities are aligned with the overall HRM strategy.
  • Oversee and ensure accuracy in HR administrative processes including family and operational allowances, worktime and leave management, career administration, employee benefits and entitlements, pay and pension in line with applicable legal provisions.
  • Oversee and coordinate activities related to staff planning, including collecting relevant data, tracking modifications, and ensuring up-to-date workforce planning information. Contribute to workforce planning by providing insights and supporting data-driven decision-making.
  • Ensure compliance by overseeing the correct application of internal policies, EUROCONTROL’s rules and regulations related to allowances, employee benefits, and reimbursement of expenses.
  • Act as a key point of contact for escalated employee queries, proactively addressing concerns and collaborating with other HR teams to enhance overall employee satisfaction and experience.
  • Support the MUAC rewards process by identifying eligibilities and budgetary allocation in alignment with applicable policies.
  • Provide expertise and advice to MUAC management on complex HR administrative issues, particularly those requiring coordination across multiple HR teams.
  • Identify opportunities to optimise HR processes by streamlining administrative workflows and implementing automation initiatives in data management, reducing manual effort in employee records, worktime and leave tracking, benefits administration, and reporting to enhance efficiency, accuracy, and employee experience.
  • Ensure that the Employee Experience team acts as the central data source for HR administrative information, ensuring that all employee records are up-to-date, securely stored, and accessible only to authorised personnel.
  • Collaborate with other MUAC HR teams (e.g., Talent Management, Recruitment, Organisational Design) and relevant teams at headquarters to identify and implement practical, employee-centric solutions for administrative challenges, ensuring consistency, efficiency, and alignment with best practices while adapting to MUAC-specific needs.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of 4 years in a relevant domain (e.g., Human Resources, Law, Business Administration) and a minimum of 3 years relevant working experience

  • Completed university studies of 3 years in a relevant domain (e.g., Human Resources, Law, Business Administration) and a minimum of 4 years relevant working experience.

  • A minimum of 3 years relevant working experience.
  • Experience in Human Resources. Experience in employee administration, benefits management or HR operations would be a strong asset.
  • Experience in people management or supervision, or ability to lead a team.
  • Experience in streamlining HR administrative workflows, implementing automation solutions, and driving efficiency improvements.
  • Experience in handling employee queries, collaborating with various HR teams, and providing advisory support to senior management.
  • Experience with HRIS (Human Resource Information Systems), data management tools, and workflow automation platforms.
  • The following knowledge/experience will be considered an asset:
    • Experience in leading/participating in HR-related projects and implementing new policies or procedures.
    • Experience ensuring compliance with employment standards, workplace policies, and legal requirements.
    • Understanding of HR operations in an international or European organisational context.
    • Spoken and written French as an independent user (B1/B2).
  • Ability to work in a multinational and multicultural environment.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/2.

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate may be required to provide documentary evidence confirming they meet the minimum education requirements. They will be informed if and when specific evidence is needed. Please note that no offer (for external candidates) or appointment (for internal candidates) will be made until the necessary evidence, if required, is validated.
  • The selected candidate will be offered a contract for a duration of five (5) years in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • Internal candidates
    • If selected, the person will keep their current type of appointment duration (undetermined or determined).
    • The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
    • This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the successful candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
