The NATO Communications and Information Systems Group (NCISG) is looking for a Team Leader (Joint Intelligence Surveillance and Reconnaissance)/Principal Technician to lead, supervise and manage the Intel/JISR COI Services Team and perform a senior technical role in the level 2 support to COI services for operations and exercises. GENERAL BACKGROUND:
NCISG conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

Post Context/Post Summary
The J2/6 Division is the technical coordination authority for Deployable Communication Information Systems and is responsible for the operational integration, coordination, direction and provision of required technical services for the NATO Communications Information Systems Group and NATO Signal Battalions.
The Deployable Community of Interest Services Support Branch (DCOI) is responsible as the NCISG DCOI Services technical authority to plan, prepare and execute lifecycle management activities for all deployable COI Services matters within NCISG.
The Deployable Community of Interest Services Support Section (DCOI) provides advanced level 2 support to assigned COI Services for NATO operations, missions and exercises.
The Joint Intelligence Surveillance and Reconnaissance Team (JISR) is responsible for all the level 2 Support Centre tasks related to Intelligence and JISR services.
The incumbent is responsible to the Head DCOI Support Centre for the leadership and management of the Intel/JISR Team and the provision of level 2 service support of the Intel/JISR COI Services in operations and exercises.
Principal Duties
The incumbent’s duties are:
1) Is responsible to the Head DCOI Services Support Centre for leading, supervising and managing the Intel/JISR COI Services Team.
2) Performs a senior technical role in the level 2 support to COI services for operations and exercises.
3) Is responsible for the transition of systems and services to the operational environment.
4) Performs authorised DCOI services software changes, following established procedures for quality, configuration control, testing, documentation and security.
5) Performs system administration of Windows based systems.
6) Performs the installation and pre-deployment/exercise setup of COI hardware and software.
7) As required, performs COI systems tests prior to deployments/exercises to ensure proper configuration and operation of assigned systems.
8) Performs interoperability tests for assigned COI applications and services.
9) Performs the investigation and resolution of problems relating to COI systems.
10) Performs COI backups/recovery of Exercise and Operational systems and data.
11) Directs and participates in the execution of initial training – On Job Training (OJT) for newcomer personnel.
12) On deployments to operations, missions or exercises, supervises technical staff and contractors from NCISG or from external agencies within his specific area or expertise or for the generic COI domain.
13) The incumbent is required to receive the appropriate CIS permissions in order to fulfil the support level stated in this Job Description. This delegation of CIS Permissions requires successful completion of a certification path defined in the Delegation of Deployable CIS Permissions (DoDCP).
Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
This is a mandatory deployment post. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and outside NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice.
The incumbent will be required to undergo a specific NATO provided training path during the time of assignment in order to be granted a Level 2 permission level according to the Delegation of Deployable CIS Permissions (DoDCP) SOP (entire operational network) on at least four Intel/JISR COI services: INTEL-FS, CSDs, Analyst Notebook, HMART, AOSS, JOCWATCH, JCHAT and ICMT.
The work is normally performed in a Normal NATO office working environment.

Essential Qualifications
a. Professional/Experience
The incumbent must possess the technical knowledge, skills. Experience and abilities required to successfully perform the duties of the post:
1) Knowledge of software maintenance procedures. Knowledge of software applications and their concepts, policies and architectures.
2) Practical experience in the use of modern concepts and accepted industry standards for software engineering development tools (e.g. Unified Modelling Language (UML), Entity Relationship (ER) diagrams, etc.)
3) A minimum of three years’ experience in Core Information systems; this includes as a minimum two of the following: Windows Server, Active Directory, Domain Naming, Group Policies and Desktop deployment.
4) A minimum of three years’ experience in Web platforms and database management.
5) A minimum of seven years’ experience in Application Support.
6) A solid knowledge in Service Management.
7) A solid knowledge of Core Information Systems.
8) Good knowledge of system interoperability, LAN/WAN and network concepts.
9) A minimum of three years’ experience deploying and managing server virtualization technologies.
10) A solid knowledge of incident and change management procedures.
11) Practical experience in creating system documentation and status reports.
12) Proven experience in IT infrastructure management and capacity management.
13) Good understanding of storage concepts, and backup/recovery policies.
14) Must successfully complete ITIL Foundation certification.
b. Education/Training
Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 4 years post related experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 6 years post related experience.
c. Language
English – SLP 3333 (Listening, Speaking, Reading and Writing).
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Desirable Qualifications
a. Professional Experience
1) Experience in CIS operational support on exercises. NATO experience is a bonus.
2) Proven experience in the support of NATO Intel/JISR COI Services.
3) In-depth experience in user technical support, Service Desk operations and/or configuration management.
4) Experience in the development/management of DBMS (SQL Server, Oracle, Postgresql)
5) Experience in Web development, management of MS SharePoint, MS IIS and/or Apache Tomcat.
6) Project management skills, and ability to handle multiple projects at a time.
b. Education/Training
– MCSA or MCSE Certification or equivalent.
– ITIL v3 or v.4 Intermediate Certification.
– NATO Exercise Planning Course (EPC) (ETE-CT-21180) provided by NATO – School Oberammergau (NSO).
REMARKS:
Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.
