Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Office of Information and Communication Systems (SGIS) is responsible for the provision of secure Information and Communication Technology (ICT) services that enable the Department of Safeguards to deliver on its mandate. Major services provided by SGIS include provision of information technology project management services; development and maintenance of specialized ICT solutions; operation of resilient ICT infrastructure; provision of customer support services; and protection of safeguards information. In partnership with other organizational entities, SGIS is responsible for planning and implementing ICT strategies as well as promoting ICT standards.

Main Purpose

Reporting to the Section Head, the Team Leader manages a team of highly technical individuals who build and maintain the Department’s software products that support the processes in the Department of Safeguards.

Role

The Team Leader is: (1) a manager of human resources who supervises and mentors the staff in the team; (2) an expert on secure software development, providing instruction and advise to software developers in the team; (3) a champion of operational excellence and maintenance of software products with a focus on ensuring quality and the highest security standards; (4) a senior technical leader of software development initiatives, promoting best practices in application integration and security.

Functions / Key Results Expected

  • Assume a leadership role for the group of software developers that act as technical leads on the delivery of the Department’s software products and participate in the collaborative and timely delivery of solutions in a workplace following agile software development practices,
  • Supervise the staff in the team; promote teamwork and collaboration; assess and develop the team’s skills and capabilities, recruit and retain capable and competent team members; define and measure performance criteria for the team;
  • Ensure that the team member’s ICT products adhere to application security, architecture, usability and Divisional process standards, participate in the Division’s Architecture Group;
  • Lead and/or collaborate with others on the maintenance and improvement of the secure software development, systems engineering, continuous deployment, continuous testing, and continuous integration processes in the Department and measure the outcomes.

Qualifications, Experience and Language skills

  • Bachelor’s Degree – A first level university degree in in computer science, information systems, information technology or another related field with four years of additional relevant working experience may be considered in lieu of the advanced university degree.
  • Master’s Degree – Advanced university degree in in computer science, information systems or another related field or Business Administration.
  • At least 10 years of relevant experience in ICT with increasing responsibilities, including at least 2 years of management of human resources in a multicultural environment;
  • Demonstrated experience in delivering software using an agile approach and with a thorough understanding of best practices in software development and in the delivery of ICT services;
  • Experience in designing, architecting, and leading the implementation of large service-based architectures and full stack development using frameworks such as .Net Core, Angular and Relational and NoSQL databases;
  • Experience in driving innovation within a team and leading innovation exercises, such as events storming, rapid prototyping and hackathons;
  • Responsibility for the technical maintenance of a portfolio of applications, ensuring operational excellence; knowledge of application performance management tools such as AppDynamics;
  • Experience with application security in a highly confidential environment. Internationally recognized Information or IT Security Certification such CISSP, CISM, CISA or GIAC is desirable.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $92731 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 45624*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
