Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.

Main Purpose

As a Team Leader reporting to the Head of the Section for Verification Technologies, the incumbent leads the Team for Non-Destructive Assay Services: in terms of planning, supervision and implementation of its programmatic activities. The Team Leader manages and leads a team of approximately 10 scientists, engineers and technicians in the most efficient manner to provide diligent service in supporting effective and efficient implementation of IAEA verification in the area of Non-Destructive Assay, deploying and modernizing NDA equipment for inspection use consistently with Divisional and Departmental strategic objectives in support of the Agency’s verification system.

Role

The Team Leader plays several key roles: (1) a manager who plans, leads, coordinates and supervises the efficient and effective technical and scientific support for implementation of IAEA verifications based on Non-Destructive Assay, as well as the development, authorization, procurement and deployment of new NDA methods and associated equipment; (2) a substantive technical and scientific expert and adviser to Team members, other Team Leaders, Section Heads and Director in the Division on NDA methods and instrumentation; and (3) a mentor providing wise guidance, training, and direction to Team staff.

Functions / Key Results Expected

  • Manage the support provided by the NDA Services Team to the Divisions of Operation including determination of implementation requirements, identification of efficient and affordable NDA solutions to ensure that all requirements are satisfied within available resources.
  • Provide expert advice and contribute to the implementation of support to the Divisions of Operation in the area of Non-Destructive Assay.
  • Manage the planning of development, procurement and implementation of new attended NDA and other inspection instruments and methods for IAEA safeguards applications, including the related budget.
  • From the review and analysis of technical reports and records of equipment failures, assess the quality and effectiveness of the implementation of NDA and other verification instruments used by inspectors in the field, and identify improvement opportunities to increase effectiveness and to ensure the quality of services.
  • Provide advice and guidance to staff in their dealings with States’ R&D organizations and commercial equipment developers and manufacturers.
  • Draft and present clear and concise plans and presentations covering strategy, sustainability, standardization, project management, implementation, maintenance and procurement needs, technical specifications and procedures.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA’s Radiation Safety Regulations.

Qualifications, Experience and Language skills

  • Advanced university degree in physics, engineering, or another related technical field. A first level university degree with 4 years of additional relevant experience may be considered in lieu of an advanced degree.
  • Cumulatively, a minimum of ten years of working experience in all of the Expertise areas listed above. Of those 10 years, at least two years of experience in supervising staff, preferably with formal management experience.
  • Experience with IAEA Non-Destructive Assay instrumentation and methods an asset.
  • Demonstrated experience in strategic planning, operational planning, budgeting, allocation of resources, procurement, property management, quality control and assurance, project management and safety.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $92731 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 45624*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
