The OECD and the United Nations Development Programme (UNDP) host a joint secretariat for Tax Inspectors Without Borders (TIWB), with staff based in Paris (OECD) and New York (UNDP). TIWB is a unique capacity building initiative which deploys experts to work on international tax matters in developing countries. We are looking for a capable, energetic and experienced TIWB Team Leader with strong technical, programmatic and communication skills. The TIWB Team Leader will be responsible for co-ordinating, organising and developing the TIWB secretariat functions at the OECD.
The position is located in the Global Relations and Development Division at the OECD in Paris. The role requires close collaboration with OECD and UNDP staff, relevant OECD and UNDP Committees and Boards, tax administrations, international and regional tax organisations, civil society and business, donors, foundations and the media. The TIWB Team Leader will work under the supervision of the Head of the Global Relations and Development Division.

Main Responsibilities
Programme co-ordination and implementation
- Co-ordinate, support and develop the work of the TIWB Secretariat team based at the OECD in Paris.
- Support the organisation of TIWB-related meetings, including the preparation of agendas.
- Provide support to host tax administrations on technical taxation issues and assist host and partner tax administrations in the set-up of TIWB programmes.
- Provide technical support to UNDP on the selection and quality assurance of a roster tax experts.
- Contribute to developing and maintaining partnerships with key stakeholders (UNDP, OECD, tax administrations in receiving and deploying countries; regional tax organisations; business and civil society).
- Support financial and technical reporting to key stakeholders.
- Contribute to developing sustainable financing mechanisms for the programme, including fundraising.
- Develop and maintain a culture of continuous learning and assessment to promote the evidence from TIWB implementations; recommend and deliver improvements and innovations.
- Supervise, motivate and contribute to the professional development and performance of staff.
Communication and outreach
- Draft reports and briefings; organise consultation meetings with stakeholders.
- Develop manuals, tools and research on best administrative practices in tax administration for TIWB programmes.
- Work closely with international and regional tax organisations and networks to increase awareness of the TIWB initiative.
- Work closely with UNDP’s regional and country teams to promote TIWB.
- Conduct representational duties in relevant international fora, as required.
- Contribute to developing a TIWB marketing strategy and optimising promotion efforts of the TIWB initiative, including with the media.
- Assist in maintaining the TIWB website and develop and publish think pieces about TIWB, including blogs and papers.
- Promote demand for TIWB assistance and enhance South-South co-operation.
Ideal Candidate profile
Academic Background
- An advanced university degree preferably in a field related to public financial management, such as Public Administration, Public Policy, Political Science or Economics.
Professional Background
- A minimum of eight years’ experience acquired in the public financial management area, with extensive experience in policy work as well as tax administration, preferably with exposure to developing countries.
- Experience in developing marketing strategies and promotional activities.
- Experience of working in and with developing countries.
- Proven skills in developing and managing relationships with multi-background stakeholders.
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn the other.
- Knowledge of other languages would be an asset.

Contract Duration
- Two year fixed term appointment, with the possibility of renewal.
