Job Description:
The Team Leader (Western Ukraine) reports to the Ukraine country Response Director. Based in the Chernivtsi office, the Team Leader make sures that all staff and functions within the Chernivtsi office and Western Ukraine response area take place in a coordinated way. The Team Leader and the Ukraine country Response Director work collaboratively to make sure any barriers to operational implementation are addressed, staff have the capacity and support they need and that staff comply with WVI Ukraine policies and procedures.
The Team Leader also works closely with the department Managers to ensure that all projects and functions in Chernivtsi and western area have the capacity and resources they need, and that Support Services provide capacity and resources to the operations team in a coordinated way. You will also monitor and evaluate the team’s performance, identify areas of improvement, and provide regular feedback to relevant line managers, given the remote management that is in place across the Ukraine Crisis Response. The Team Lead coordinates with the Security Director to update and alert them to the changing context and threats so that adaptations can be made quickly to emerging threats.
Given the strategic location of the Chernivtsi office to the border crossing, the Team Lead is also leads on coordinating and supporting WV Visitors from across the UCR footprint and the broader World Vision partnership to enter into Ukraine and provide their initial orientation to the work of UCR within Ukraine.
The Team Lead is a problem-solver who understand the region, knows how to get things done and can think creatively in order to support the team to meet the humanitarian needs of the people of Ukraine. The Team Lead is effective through influence, oversight and inter-personal relationships and supports a team of professionals in delivering high-quality services and programs to people in need. Your leadership skills will be critical in motivating, coaching, and mentoring team members, while ensuring that they adhere to humanitarian principles and World Vision standards. Overall, you will play a key role in achieving the organization’s mission and goals, while ensuring the well-being of the team and the communities they serve.
MAJOR RESPONSIBILITIES
Coordinated and Collaborative team
- Cultivate a positive, fulfilling work environment for team members, promoting productivity and good relationships within the team
- Lead by example, demonstrating the emotional intelligence, skills and work ethic you want to see in your team
- Coach team members, helping them set and achieve goals and develop the skills they need for optimal results
- Identify the team’s strengths and weaknesses and support where relevant (in coordination with relevant line management who is often based remotely) balancing the need for expedient implementation in a crisis with individual team members’ long-term development goals and motivation
- Establish team-wide goals, monitor progress, and provide feedback as needed
- Prevent and resolve conflict
Strategy and Analysis
- Observe and update on the current security and socio-economic situation, trends, need, gaps, and activities of external parties in areas served in order to inform humanitarian response
- Provide leadership and support to project implementation teams, troubleshooting and coordinating as needed
- Assist with MEAL process for field programs, conducting site visits as needed and providing suggestions for improvements on the ground
- Identify best practices and lessons learned and shared to wider team
Operational development and implementation
- Support program implementation
- Ensure activities and programs are appropriate and meeting the needs of beneficiaries and identify new strategic opportunities
- Work with the Operations Director and the Technical Advisors to ensure implementation of WVI Ukraine’s operational plan
- Support proposal assessment, development, and budgeting as requested
Partnerships and Networks
- Represent WVI in external meetings with donors, partners, clusters, working groups, and other NGOs and government agencies in order to stay informed, report relevant findings to the Operations and Response Director, and increase WVI visibility within the donor and partner community
- Cultivate strong networks and relationships with external partners, local authorities and others; skillfully manage stakeholders and obtain buy-in for WVI Ukraine activities as needed
- Identify and cultivate relationships with local partners as needed and maintain awareness of the 3Ws (who does what where)
Support Services Oversight
- Identify and initiate processes to ensure all procurement is undertaken for office running and accommodation
- Identify gaps in support service area (such as logistics, fleet management, accommodation) and work with line manager and Support Services to address
- Oversee management of team housing and apartments in Western Ukraine
- Support as needed in the procurement committee, ensuring timely supply management as well as compliance with all application policies and regulations
- Participate in timely recruitment of team members as needed that are assigned to be based in West Ukraine
Security, safeguarding and risk mitigation
- Provide on-the-ground information to the Security Director to support their security assessments; proactively address security and safety risks to minimize risks to staff
- Ensure that staff adhere to safety and security protocols
- Ensure compliance and understanding of all policies and procedures related to fraud, corruption, transparency, and whistleblowing
- Act as Safeguarding focal point
KNOWLEDGE\QUALIFICATIONS FOR THE ROLE
- Exceptional problem-solving, organizational and delegation skills
- Excellent people skills; you love working with and motivating people
- Detail-oriented with excellent communication, writing, and analytical skills, skilled with typical suite of management software (MS Office Suite, Google Drive, etc)
- At least 3 years experience leading teams, with a preference for experience working in a developing country or conflict area
- An ability to delegate tasks as well as roll up your sleeves and do the work yourself
- Proven ability to cultivate relationships with a broad network of stakeholders including donors and partners across all sectors
- Quick to learn and understand the humanitarian humanitarian & social needs of internally displaced persons in Ukraine
- English language fluency
- A university degree or equivalent in economics, international development, sociology, public administration, or other relevant field, masters degree a plus
