The Alliance for Combating TB in Bangladesh activity is working to establish a dynamic, strategic, and fresh approach to accelerate Bangladesh’s fight against TB. The solutions will be aimed at creating an environment aligned with the universal health coverage (UHC) vision and focused on defined priority areas – increased TB detection, decentralized DR-TB management, improving detection and management of child TB, expanded prevention, and others.
The Technical Advisor (M & E) will report to the Senior MEL Advisor. The position holder will be responsible for coordinating the MEL component of the program. This includes data collection, analysis, and reporting on key output, outcome, and impact indicators for the project. Under the supervision of the Senior MEL Advisor, the Technical Advisor (M & E) will work closely with project field staff, activity leads as well as sub-awardees staff to ensure project data are collected on time, of high quality, and used for program improvement. Ensuring compliance to icddr,b as well as donor regulations across all sub-awardees and cooperating the program in achieving the results defined in the sub-award agreement. S/he will be accountable for ensuring the highest level of compliance with award/ sub-award conditions, organizational policies and procedures, and acceptable standards. S/he will be involved in–
- Coordinate the monitoring, evaluation and learning (MEL) component of the program;
- Coordinate in designing and implementing project’s MEL plan, Annual Workplan;
- Work closely with the Senior MEL Advisor to design and implement activities to strengthen the capacity of project staff in M&E activities through the provision of technical support skill assessment and training;
- Undertake regular monitoring and technical support visits to the field sites to assess progress against the approved plan and provide necessary feedback;
- Set/update targets for project indicators through analysis of national and project data for ensuring effective output of the project activities in line with the project goals and objectives;
- Develop monitoring and evaluation tools to review the quality of the ongoing project activities;
- Ensure regular updating of existing Apps and developing new Apps for project data collection and reporting in coordination with IT team;
- Oversee routine data collection and reporting from project field sites and partners;
- Work closely with partners and the field to establish reporting processes to ensure that all information is collected and documented in an accurate and timely manner;
- Review national data and analyze project impact in intervention areas;
- Facilitate in preparing bi-weekly progress updates, Quarterly Performance Reports, and Annual Progress Reports for submission to donors;
- Conduct consultative sessions with project personnel to enhance their data review capacity;
- Participate in and contribute to cross-cutting project activities (joint events, training, workshops, etc.) for better coordination and enhance their impact;
- Cooperate with the Senior MEL Advisor to monitor program implementation by the partners;
- Provide oversight and technical assistance to junior staff members of the MEL team to enable routine tracking and dissemination of set indicators as per the approved plan;
- Build the capacity of project staff and sub-awardees for implementation of MEL system;
- Maintain strong partnerships and regular communication with the project partners/ sub-awardees, and other key stakeholders including government bodies / National Tuberculosis Control programme.
Required qualification and experience:
- Masters Degree in any discipline;
- 10 years’ experience in working with different public health projects, specialization in monitoring and evaluation, and development of MEL plans with a minimum of 7 years experiences of working with donor-supported projects preferably USAID;
- Candidates with expertise in tuberculosis (TB) projects will be preferred.

Contract Type and duration:
- Fixed Term Agreement; duration will be 1 year with a possibility of extension subject to availability of funds and performance.
Salary & benefits:
- Annual Tk. 2,552,900/- inclusive of house rent and conveyance allowances and other admissible benefits;
- 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance and subsidized canteen. Transport and daycare facilities are subject to space availability.
