Under the direct supervision of the UNODC GMCP Project Officer in Yaoundé, the Individual Contractor will implement the following tasks. • Support in conducting and drafting a comprehensive review of national and international naval capabilities and operational mechanisms in the fight against maritime crime ; • Provide assistance in the planification and coordination of capacity building activities including VBSS training sessions and sea exercises ; • Assist in the development and organization of naval maintenance dedicated to Maritime Law Enforcement Agencies; • Assist in the delivery of capacity building workshops dedicated to maritime Law enforcement agencies for the optimization of a governance system for monitoring, control and surveillance of fishery products . • Support the evaluation mission in Benin to assess the legal framework for combating illegal fishing and draft a recommendation report to submit to national authorities. • Support the evaluation mission in Sao Tome to assess the legal framework for combating illegal fishing and draft a recommendation report to submit to national authorities. • Support the drafting process of the standard and harmonized operating procedures (HSOPs) regarding the arrest, detention and surrender of vessels and persons involved and the collection of evidence in illegal fishing activities in Benin • Support the drafting process of the standard and harmonized operating procedures (HSOPs) regarding the arrest, detention and surrender of vessels and persons involved and the collection of evidence in illegal fishing activities in Sao Tome and Principe • Provide report of each deliverable.

Duties and Responsibilities
During the last decade, the insecurity of the Gulf of Guinea has increased. The frequency and extent of the maritime crimes in the region is impacting exponentially the maritime trade and has become a challenge for the international community. According to the International Maritime Bureau, in 2020 the rise in the numbers of piracy incidents and armed robbery against ships worldwide is attributed to an increase of piracy reported within the Gulf of Guinea. Out of 135 kidnappings recorded, 130 of them took place in the Gulf of Guinea. Much like the capture of the container ship Mozart, which took place in January 2021 at more than 200 nautical miles off the Nigerian coast, many of those kidnappings followed an increasingly dangerous script. The rise in kidnapping incidents further away from shorelines demonstrates the increasing capabilities of pirates in the Gulf of Guinea. This is worrying and needs to be urgently addressed. The United Nations Office on Drugs and Crimes (UNODC) through its Global Maritime Crime Programme (GMCP) works worldwide to support States in addressing maritime crime and foster international cooperation to deal with different shared challenges in tackling crimes that are often of transnational nature.
Qualifications/special skills
A high school diploma or equivalent is required. • At least two years of experience in national and/or international in enhancing criminal justice system in Gulf of Guinea countries required; • Proven experience in preparing or conducting maritime law enforcement capacity building activities including training on IUU fishing is desirable; • Proven experience in drafting reports, proposals, and training plans is required; • Planning and organization skills desirable; • Good interpersonal skills and high degree of independent judgment and initiative are desirable
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
