POSITION TITLE: Technical Consultant- Agriculture and Water
LOCATION: Bangladesh GROUP: Agriculture, Resilience, and Water REPORTS TO: Sr. New Business Manager
LEVEL OF EFFORT: Approximately 25 Days (20 prior to solicitation releases expected January 2, 2024, 5 days post-release) DURATION: September 11, 2024-March 30, 2025
The Technical Consultant -Agriculture and Water will be responsible for gathering information on existing agriculture-led economic growth in the Sylhet region in Bangladesh and water resource management in Khulna, Barisal, and the Sylhet Divisions in Bangladesh. This information will inform Winrock’s technical strategy for interventions for two anticipated USAID-funded opportunities in Bangladesh, FTF Sylhet Agriculture Development and FTF Water Management.
RESPONSIBILITIES: With the Winrock proposal team, identify key technical areas of the anticipated project and associated research questions that we need to address through stakeholder interviews, and desk research including but not limited to: Propose a list of key stakeholders (including potential local project partners) to interview and consult in Bangladesh (in person and/or remote) Support and help organize up to two visits to Bangladesh of Winrock’s staff, including logistics recommendations, setting up meetings with key stakeholders and with USAID. Based on desk/research questions, develop a list of guiding questions to ask key stakeholders covering sustainable, market-driven and community-led agriculture, livestock and aquaculture technologies and practices and sustainable water resource management considering GESI considerations Set up and conduct remote and in-person informational meetings/interviews with agreed list of stakeholders.
Identify key areas of interest and priorities for USAID and alignment with Government of Bangladesh’s strategy Participate in preliminary technical design with Winrock’s team (remotely and/or in person with Winrock visiting staff) Provide analysis and insights into potential technical approaches, innovations, and differentiators for Winrock’s bid, based on stakeholder interviews and research Support the identification of potential candidates for senior roles on the project including: Chief of Party; Deputy Chief of Party (Technical); Director of Finance and Administration; Monitoring, Evaluation, and Learning Director. Deliverables Proposed list of interviewees and their contact information Guiding Questions Draft Accompany Winrock staff on stakeholder meetings/site visits Stakeholder Meeting Notes Partnership Matrix – mapping potential partners by objective/thematic area, analyzing strengths and weaknesses of potential partners Written recommendations based on stakeholder interviews.
This will be a typed report summarizing all interviews and synthesizing the information into recommendations for the project’s design. This should not be reiterative of existing literature but based on the consultant’s technical expertise and what was learned during interviews Identified key personnel candidate CVs Technical Inputs in proposal Bi-weekly check-in call with capture/proposal team Weekly email updates to capture/proposal team
Qualifications
At least 8 years of work experience in agriculture, aquaculture, livestock and/or international development in Bangladesh Experience working in water resource management strongly desired Experience leading technical components of donor-funded agriculture and water resource management activities Experience partnering with the private sector on donor-funded agriculture development activities strongly preferred Ability to travel within Bangladesh on a short notice Work experience in the Sylhet Region Ability to write clearly, accurately, and consistently Fluency in written and spoken English Winrock is an equal opportunity employer.
