Under the direct supervision by EANET Coordinator, the consultant is required to:
1. Provide technical support in mobilizing partnerships and resources in support of the EANET Project Fund
a. Organize consultations with Participating Countries, development organizations, foundations, and other potential partners for the EANET Project Fund and activities.
b. Prepare a report that includes the summary and analysis of the consultations with PCs and other organizations on supporting the EANET Project Fund and activities.
2. Provide technical support in developing a resource mobilization strategy plan for the EANET Project Fund
a. Conduct research and intelligence analysis, and ad-hoc donor analysis to identify funding opportunities.
b. Coordinate the development of the fund-raising strategy or resources mobilization strategy for the EANET Project Fund considering inputs from the Participating Countries and other organizations including annual priorities, goals and key performance indicators (KPIs) for partnerships.
3. Provide technical support in the development EANET Project Plans and Concept Notes
a. Assist in the project preparation and screening of EANET Project Concept Notes and Project Plans including finding Partner Organizations, Implementation Agencies, and Co-financers in the preparation stage of the EANET Project Plan.
b. Prepare Project Plans and Concept Notes to be uploaded to EANET website (in the classified section) on EANET website, with the agreement of Project Leads.
c. Prepare meeting documents on the EANET Project Fund for the EANET Working Group Meeting in Scientific Advisory Committee, and the IG meetings in 2023.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance.
UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.
UNEP supports several initiatives, including intergovernmental networks, to increase impacts and strengthen regional presence and collaboration in tackling environmental issues. One of them is the Acid Deposition Monitoring Network in East Asia (EANET), a regional intergovernmental network focusing on the acid deposition. Established by countries in East and Southeast Asia in January 2001, EANET aims to create a shared understanding of the state of acid deposition problems in East Asia, provide useful inputs for decision-making at various levels to prevent adverse impacts on the environment, and contribute to active collaboration on the issues related to acid deposition among countries. In November 2021, the Participating Countries of the EANET expanded its scope to cover air pollution and established the EANET Project Fund to mobilize partnerships and resources in support of EANET activities.
Since 2016, UNEP has provided Secretariat services for the EANET. In this role, UNEP is tasked to ensure that the secretariat services in consultation with the Participating Countries and in line with the work programme and budget approved by the intergovernmental body (IG). The Secretariat also provide technical, financial and administrative arrangements for the EANET and facilitate cooperation among the Participating Countries by taking into account the sustainability of the programme as well as its future development.
Qualifications/special skills
• Advanced university degree (Master’s degree or higher) in environment, development, science and technology management, atmospheric science or other relevant scientific discipline. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• At least 5 years of progressively responsible experience in the area of environmental international cooperation, information management and technology transfer, etc. Experience in working with government will be a distinct asset. Prior work experience, preferably within an international context, in the region covered by the EANET would be desirable. Female candidates are encouraged to apply.
• Familiarity with issue related to acid deposition and air quality in the Asia region is an advantage
• Prior experience with the intergovernmental network and working with different countries is an advantage.
• Standard computer software application literacy is required.
• A demonstrated interest in the work of the United Nations, knowledge of the United Nations system, and a personal commitment to the ideals of the United Nations Charter is an advantage.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
