INTRODUCTION:

The Climate Resilient Water Governance Activity in Pakistan is an anticipated $10-25M USAID-funded four-year project that aims to promote more resilient water governance and management systems in Pakistan to combat extreme weather events (floods and drought), exacerbated by climate change. Specifically, the activity plans to focus on improving community-led, cost-effective, and sustainable water systems in areas faced with flash floods/hill torrents across the country. This will be achieved by active participation of local communities and private sector for improvement/development of financially sustainable and/or market-oriented water management systems at a local scale.

POSITION SUMMARY:

Winrock International (WI) is currently recruiting for the position of Technical Director for an anticipated USAID-funded Climate Resilient Water Governance Activity in Pakistan. The Technical Director will provide technical assistance to the project at the direction of the Chief of Party for an anticipated Climate Resilient Water Governance Activity in Pakistan. The Technical Director will provide oversight, management, and coordination for technical activities to ensure coordination, application of consistent standards, and the use of holistic and integrated thinking and approaches across the program’s objectives. The Technical Director will take a leading role in developing and implementing the project’s data and information sharing protocols and working with partners to ensure that quality information is generated, disseminated, and utilized in planning and decision making. The position will report to the Chief of Party and be based in Islamabad, Pakistan. The position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:

The Technical Director will support the following activities: Collaborate with the Activity’s COP to co-develop and implement project’s strategy to improve water governance at the national provincial and local levels and improve water security in basins/watersheds in Pakistan to be more resilient to climate change. This may include developing plans to improve water systems and water resources management; strengthening adaption practices of vulnerable communities; capacity strengthening government institutions and stakeholders; and providing leadership in coordination with the private sector.

Collaborate with the COP to oversee the strategic planning of activities in support of the project goals and objectives, including the determination of project priorities and appropriate technical initiatives. Provide technical direction and oversight of technical staff. Coordinate and support technical activities to improve water resources management, implement on-the-ground water security interventions, promote cost-effective sustainable cost-effective water systems, support water governance and policy reform, and strengthen capacity of key institutions. Lead coordination and engagement with stakeholders and institutions, including but not limited to government institutions, private sector, local and international civil society organizations, local nongovernmental organizations, and research institutions. Lead capacity building activities with stakeholders and institutions on technical topics, such as water security risk assessments, hydrologic and climate modelling, water security implementation, water governance, livelihoods, among other areas. Oversee organization of workshops, trainings, and seminars led by the Activity. Support and monitor the implementation of agreed-upon interventions to manage the expected project results, including evaluation of ongoing activities as part of a collaborating, learning, and adapting approach. Work across teams to ensure women, youth, and vulnerable groups are integrated into our office’s operations and the project’s activities. Collaborate with Monitoring, Evaluation, and Learning (MEL) Director to ensure results and lessons learned are effectively captured. Collaborate with the COP, MEL Director, Operations and Finance Director, Activity partners, and Home Office technical experts to develop, implement, and evaluate interventions. Serve as acting COP, when the COP is away from post.

EDUCATION: Bachelor’s degree required, advanced degree preferred, in a climate or water-related field, such as water resources management, civil engineering, hydraulics, physical geography, natural resource management, environmental science, or environmental policy.

QUALIFICATIONS:

Minimum of ten (10) years of experience in water resources management and water governance, especially related to capacity strengthening, ecosystem management, improved access and quality of water services, governance, and climate change. Strong existing relationships and experience working with water sector institutions and stakeholders in Pakistan influencing policy and regulations through collaboration with governments, provinces, districts, municipalities, transboundary institutions, academia, and other public and private actors. Proven communications and capacity strengthening skills. Experience working with USAID and/or other donors in Pakistan. Ability to always demonstrate the highest level of ethical standards. Working knowledge of basic computer programs, including MS Office Suite. Strong proficiency in English (verbal and written) required. Ability to travel up to 50% to the field, as necessary.
