Pact seeks a Technical Director for the anticipated USAID-funded Madagascar Accessible Continuum of Care and Essential Services Sustained (ACCESS) follow-on, which aims to (i) increase the availability of quality health services, (ii) improve health infrastructure, (iii) strengthen the capacity of the Malagasy health system, and (iv) promote healthy behaviors among Malagasy communities. This is anticipated to be a five-year (2024-2029) contract in the $90M range. This position is contingent upon award and is anticipated to be based in Antananarivo

• Lead the design and delivery of high-impact MNCH/FP/RH interventions in collaboration with key national and regional stakeholders, ensuring adherence to internationally endorsed and recognized guidance on MNCH/FP/RH services.
• Supervise, coach, and mentor a team of technical personnel, ensuring they support the project’s overall strategic approach, its integration into the M&E plans, and its coordination throughout all levels of the Government of the Republic of Madagascar.
• Monitor implementation of activities to ensure timely completion of objectives and targets.
• Lead the development of annual workplans activities in collaboration with project staff, USAID, and Ministry of Health (MOH) and ensure successful implementation of planned activities through continuous coordination with key stakeholders.
• Develop contractual deliverables (quarterly, annual, field project evaluations, etc.) in conjunction with other key staff and external evaluators.
• Work closely with project staff and implementing partners to identify, document, and disseminate best practices.
• Develop and present papers at local, regional, and international forums to share experiences and best practices developed through project activities.

• Master’s degree and 9+ years’ relevant experience or equivalent combination of education and experience (experience included 5 years of management experience) or Bachelor’s degree and 11+ years relevant experience or equivalent combination of education and experience in a relevant field, such as medicine, public health, health system management, social administration, or social sciences, including 5 years of management experience.
• Experience within Madagascar or similar environments, incorporating elements of improved access to primary health care services at all levels of the health system.
• Demonstrated flexibility, adaptability, and the ability to perform and collaborate in complex and politically sensitive project environments.
• Previous experience working on USG-funded health programming in Madagascar.
• Demonstrated leadership skills.
• Demonstrated ability to work in complex environments, and work with and between different stakeholders, including local organizations, government institutions, private sector entities, and US Government agencies.
• Demonstrated skills in problem solving and consensus building.
• Fluency in English, Malagasy, and French (oral, writing, and reading)
• Ability to travel within Madagascar and occasionally internationally.

• Knowledge of the political, social, and economic context of Madagascar.
• Experience designing or implementing gender- or youth-sensitive health programming.
• Malagasy nationals are strongly encouraged to apply.
