Technical Director POSITION SUMMARY: The Technical Director will provide technical assistance to the project at the direction of the Chief of Party for an anticipated 5-year activity Climate Adaptation Activity to climate change resilience, improve water security, and sustainable livelihoods in the Dominican Republic. The Technical Director will provide oversight, management, and coordination for technical activities to ensure coordination, application of consistent standards, and the use of holistic and integrated thinking and approaches across the program’s objectives. The Technical Director will take a leading role in developing and implementing the project’s data and information sharing protocols and working with partners to ensure that quality information is generated, disseminated and utilized in planning and decision making. The position will report to the Chief of Party and be based in Santo Domingo, Dominican Republic. The Climate Adaptation Activity in Dominican Republic is an anticipated $10-25M USAID-funded project that seeks to build climate change resilience by promoting water security and sustainable livelihoods through reduced pressures on key water sources, enhanced watershed governance, and strengthened adaptation practices of vulnerable communities. The position is contingent upon receipt of donor funding. Essential Responsibilities: The Technical Director will support the following activities: Coordinate and support technical activities to improve water resources management, implement on-the-ground water security interventions, promote sustainable livelihoods, and strengthen capacity of key institutions. Lead coordination and engagement with stakeholders and institutions, including but not limited to government institutions, private sector, local and international civil society organizations, and research institutions. Provide technical direction and oversight of technical staff. Lead capacity building activities with stakeholders and institutions on technical topics, such as water security risk assessments, hydrologic and climate modelling, water security implementation, water governance, livelihoods, among other areas. Oversee organization of workshops, trainings, and seminars led by the Activity. Support and monitor the implementation of agreed-upon water security and sustainable livelihood interventions. Collaborate with the COP; Monitoring, Evaluation, and Learning (MEL) Manager, Activity partners; and Home Office technical experts to develop, implement, and evaluate interventions. Education: Bachelor’s degree in a water-related field, such as water resources management, Civil engineering, physical geography, ecology, environmental science, or climate. Advanced degree preferred. Qualifications: Minimum of ten (10) years of experience in water resources management, especially related to capacity strengthening, ecosystem management, improved access to or quality of water services, governance and climate change. Strong existing relationships and experience working with water sector institutions and stakeholders in the Caribbean influencing policy and regulations through collaboration with governments, municipalities, transboundary institutions, and other public and private actors. Proven communications and capacity strengthening skills. Experience working with USAID and/or other donors in Dominican Republic. Ability to demonstrate the highest level of ethical standards at all times. Working knowledge of basic computer programs, including MS Office Suite. Strong proficiency in English (verbal and written) required. Ability to travel up to 50% to the field as necessary. Winrock is an equal opportunity employer.
