Humanitarian Surge and Talent Technical Director

 

This position will lead Disaster Management’s Global Humanitarian Surge (GHS) and Talent Management function to provide strong pipelines of Disaster Management (DM) talent to meet current and future organisational demand for surge capacity and DM workforce requirements.

 

This position supervises that Humanitarian Surge Analyst who is responsible for carrying out key surge management business processes and maintenance of the surge platform including surge information, dashboards, analytics  and system improvement.

 

The Technical Director will be a strategic partner, influencer and collaborator to bring credibility to surge and talent management planning and execution.  He/she will gain buy-in from all levels of the organisation by integrating DM into talent management processes and demonstrating that deployments are an effective development and retention tool.

 

This involves:

  • Surge planning for anticipated/newly declared responses.
  • Managing surge demand requests and deployment processes.
  • Building a diverse and readily deployable roster of SMEs.
  • Surge analytics to identify gaps and to inform required investments for SME profiles (i.e. training, talent pools, workforce planning).
  • Development and maintenance of DM talent pools for priority sectors, hard to fill roles and high demand roles identified as key gaps/needs a part of Emergency Workforce Planning.
  • Integration of DM into Workday Talent Management (TM) processes.

 

MAJOR RESPONSIBILITES

  • Lead the Global Humanitarian Surge function to ensure it is future fit to meet organisational surge needs, is talent aligned and leverages digital solutions to simply management processes.
  • Lead on the development and monitoring of DM talent pools with regions that facilitate pipelines aligned with current and future field DM staffing and leadership needs.
  • Lead on the development and maintenance of DM talent pools for priority sectors, hard to fill and high demand roles identified as key gaps/needs a part of Emergency Workforce Planning.
  • Collaborate with Global TM and Regional People & Culture (P&C), to integrate DM into Workday talent management processes.             
  • Lead the Global Humanitarian Surge daily operations to ensure (1) provision of timely qualified and experienced surge support to field and response offices and (2) maximised use of DM Global Rapid Response Team (GRRT) capacities to meet organisational needs.
  • For new or predicted large scale disasters, support preparedness and /or rapid scale through pre-positioning of surge staff and potentially deploying to support surge mechanisms within the response.
  • Revamp the Global Emergency Roster (GER) with a talent aligned membership that reflects surge demands trends, and contains readily deployable staff.
  • Analyse, report and make evidence-based recommendations from surge data and trends to inform: (1) Surge contingency planning where demand exceeds supply; (2) Broader organisational investments and training in specific SME profiles and adjustments to RDMTs, the Global Emergency Roster, Talent Pools and Workforce Planning; (3) DMT ET decision making relating to cost recovery and budget allocation to specific SME surge profiles.
  • Oversee the management of the Workfront platform including system development and adaptation, to maximise efficiencies in surge management.
  • Active member of the Humanitarian, Capacity and Surge team contributing to a positive work environment and delivery of team vision and objectives.

 

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

 

Required Professional Experience   

  • 10 years’ experience in the humanitarian sector including INGO experience.
  • 6+ years’ experience in human resources and / or surge/roster management.
  • Experience in global workforce management and forecasting or in an international response context is essential.
  • Experience in talent management within a large global organisation.
  • Experience in roster management including SME sourcing, screening, assessment, vetting (MDS, third party block screening) and management approval and deployment processes.
  • Experience and technical skills in developing and managing and developing platforms/systems for HRIS or surge management.
  • Demonstrated understanding of how to use on-the-job and stretch assignments to develop organisational talent.
  • Demonstrated negotiation, diplomacy and managing by influencing skills.
  • Demonstrated creativity and ability to think outside the box to create solutions within a large and complex organisation.
  • Demonstrated interpersonal skills and emotional intelligence.
  • Demonstrated client service orientation/experience that is focused on providing professional, responsive, and innovative support to partners and departments.
  • Demonstrated data and trend analysis and report writing skills.
  • Very strong verbal and written communication skills in English and cross-cultural communication skills.

 

Required Education, training, license, registration, and certification   

  • Degree in Human Resources Management or the equivalent required.  Post graduate level qualification desirable.

 

Preferred Knowledge and Qualifications             

  • Knowledge of humanitarian talent, staffing and surge trends in the humanitarian sector.
  • Experience working in a multi-cultural, geographically decentralised international organisation.
  • Strong systems thinker and knowledge of digital platforms and systems used to manage processes for large organisations (i.e. Workfront, etc).
  • Familiarity with organisational P&C policies and practices impacting staff deployments and secondments including duty of care.
  • Familiarity with organisational staff care and personal security policies, processes and resources relevant to deployments.
  • Knowledge issues and challenges that impact the deployment of staff resources across borders.
  • Working knowledge of the Core Humanitarian Standards. Red Cross Code of Conduct, Safeguarding standards and other key humanitarian standards.
  • Experience using MS Teams, MS suite, and Smartsheet.

 

Travel and/or Work Environment Requirement

  • Potentially deploy to large scale disasters and be imbedded in P&C function to surge response.
  • Periodically travel to team meeting.
  • This is a global role in a virtual team.  Incumbent will be required to attend meetings and communicate with stakeholders and clients outside of regular working hours.
  • Physical Requirements: Can pass Hostile Environment Awareness Training
  • Language Requirements: English; Fluency in French, Arabic, Spanish, etc would be highly valued.

 

Compensation:

For positions filled in the United States, the typical Annual Salary range for this role is $96,829.06 to $121036.33 USD. Ranges are based on various factors including the labor market, job type, job level, internal equity and budget. Exact salary offers will be determined by factors such as the candidate’s skills, qualifications, experience and geographic location.
