INTRODUCTION TO GGGI

PROJECT BACKGROUND
GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans. GGGI supports the Government of Indonesia in three focal areas: renewable energy, green cities and special economic zones, and forest and land-based mitigation and adaptation projects. The Program, known as the ‘GoI-GGGI Green Growth Program’ (GGP), aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, PT Sarana Multi Infrastruktur (“PT SMI”) and others.

The Government of Indonesia has outlined the country’s transition to a low emission and climate-resilient future, which stipulates that Indonesia committed to reduce the GHG emissions by 31.89% with national resources, and 43.20% with international support, by 2030. The government has set five prioritized sectors for NDC under mitigation, namely energy, industrial process and product use (IPPU), waste, forestry and land use (FOLU), and agriculture.

In achieving the climate change-related targets, the Government of Indonesia will require not only financing and capacity building, but also significant technological advancement through international support. Indonesia had it’s the First Technology Needs Assessment (TNA) in 2010, which focused on mitigation, and followed by the second TNA in 2012 that covering mitigation and adaptation. The outcomes of TNAs have provided guidance for technology development to support NDA implementation.

GGGI and the Fiscal Policy Agency (FPA) implement the third Green Climate Fund (GCF) Readiness and Preparatory Support project (“the Readiness Project”) in Indonesia. The FPA is the National Designated Authority (NDA) of the GCF in Indonesia, i.e., the agency through which Indonesia and the GCF interact and communicate. In September 2022, the FPA started a multiyear Readiness Project “Enhancing Indonesia’s Access to International Climate Finance and Private Sector Investments for Climate Actions” (Readiness III) to support the NDA in enhancing national actors’ institutional capacities to build a pipeline of climate change projects and to increase country ownership. The NDA has selected GGGI as the Delivery Partner to implement this project.

Overall, the project aims to mobilize international climate finance and private sector investment to close the financing gap across the priority sectors identified by the Government of Indonesia. It consists of a range of activities with the objective of achieving five Readiness outcomes:

  1. Direct access applicants and DAEs have established the capacity to meet and maintain the GCF accreditation standards, and accredited DAEs have the capacity to develop a pipeline of projects and effectively implement GCF-funded activities;
  2. Relevant country stakeholders have established adequate capacity, systems and networks to support the planning, programming and implementation of GCF-funded activities;
  3. Indonesia has developed or enhanced strategic frameworks to address policy gaps, improve sectoral expertise, and enhance enabling environments for GCF programming in low emission investment;
  4. Strategies for transforming and attracting private sector investment for low emissions and resilience developed and being used; and
  5. An increase in the number of quality project concept notes developed and submitted.
OBJECTIVES OF THE ASSIGNMENT
In efforts to ensure the climate finance mobilized efficiently and effectively, the NDA GCF with support from GGGI is currently developing an assessment on technology needs (Technology Need Assessment/TNA) from financing aspects, that aims to enhance the enabling environment for GCF programming in low-emission investment for green technology, within national development objectives, reduce the impact of climate change in those prioritized sectors, namely energy, forest and land use (FOLU) for mitigation; and food and water security for adaptation. The TNA aims not only to identify the most important technologies for the prioritized sectors, but also to identify and analyze the barriers that hinder the successful deployment and diffusion of the technologies. To ensure the development of TNA aligns with the sectoral and local context as well as national priorities particularly from forestry, agriculture and waster sectors, then, the NDA GCF of Indonesia intends to seek support from the Technical Expert for Technology Finance Needs Assessment (hereafter referred to as “the Consultant”), to provide technical insights and advice from forestry, agriculture and water sectors perspectives to the findings.

The Consultant will work closely with the GGGI Readiness Team, the NDA GCF, as well as the assigned consulting firm, to ensure the TNA alignment with the sectoral and local context in Indonesia, as well as national priorities.

DELIVERABLES AND PAYMENT SCHEDULE
GGGI requires the services of a qualified expert to be a “Technical Expert for Technology Finance Needs Assessment” (hereafter referred to as “the Consultant”) for the National Designated Authority (NDA) of the Green Climate Fund (GCF) in Indonesia.

The consultant will be responsible for the following tasks and duties:

  1. Provide policy input, strategic advice, and technical backstopping on the development and validation of TNA, to ensure that they are align with sectoral and local context in Indonesia, as well as the national priorities, such as existing sustainable landscape policies and targets, specific-sectors (forestry, agriculture and water security) related strategies and regulations.
  2. In collaboration with TNA’s consulting firm, the consultant will provide the technical input for each activity. This includes:
    • The prioritization method and approach to identify technology needs for the forestry, agriculture and water security sector.
    • Technology’s shortlisting process, based on the agreed criteria, such as the country’s needs, gender and social inclusion, technology feasibility, etc.
    • Conformity with economic efficiency and cost, such as capital and operational costs relative to alternative, financial viability, commercial availability, business potential.
    • Evaluate the potential climate mitigation and adaptation impacts from shortlisted technologies in the forestry, agriculture and water security sectors.
    • Based on the key findings of TNA activities, the consultant should provide technical input for potential project pipeline in the AFOLU and water security sectors, that considering the selected technologies from key findings of TNA
    • Technical advice on the action plans and strategies for the forestry, agriculture and water security sectors and from the list of priority technologies.
    • Facilitate at least 2 consultation workshops/meeting forum with key stakeholders in Indonesia.
    • Actively coordinate and consult with NDA GCF and GGGI team on the strategic advice that would be provided to the consulting firm.
    • Participating in routine meetings of the NDA GCF ascertains that relevant aspects are well addressed during those meetings.

The Consultant will report to the GGGI Indonesia’s Readiness Project Manager.

The consultant is responsible for delivering the following deliverables:

Notes:

  • The Consultant is to provide his/her own equipment to produce all deliverables.
  • The Consultant shall submit the report in electronic versions readable by a Microsoft Office application.
  • All outputs must be in English.
  • Final deliverable must be approved by NDA – MoF and GGGI. The Consultant shall consider the comments and necessary revisions proposed to provide a final version of the deliverable in a timely manner.
EXPERTISE INFORMATION
He or she must have the following qualifications:

  • Master’s degree in sustainable landscape, agriculture, forestry, development studies, or other relevant subjects.
  • A minimum of 5 years of experience in developing and conducting analysis related to green technology, working experience with Government of Indonesia is an advantage; demonstrated previous experience in assignments related to technology needs assessment, existing network with the key relevant ministries for each prioritized sectors (such as MoEF, Ministry of Agriculture, and Ministry of Public Works and Housing) is highly desirable.
  • Familiarity with national climate-related policies and green technology application, are advantages.
  • Ability to communicate clearly and effectively, both in writing and speaking, in English and Bahasa Indonesia, previous writing samples might be requested.
  • Demonstrated strong interpersonal and motivational skills, with sensitivity to the local environment as well as the ability to work with minimal supervision.
ADMINISTRATIVE INFORMATION
In order to be considered for the position, the candidate must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

Interviews and a writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria factors listed below:

  1. Professional Competency (10 points): Master’s degree in sustainable landscape, agriculture, forestry, development studies, or other relevant subjects.
  2. Experience (40 points): A minimum of 6 years of experience in developing and conducting analysis related to green technology, working experience with Government of Indonesia is an advantage; demonstrated previous experience in assignments related to technology needs assessment, existing network with the key relevant ministries for each prioritized sectors (such as MoEF, Ministry of Agriculture, and Ministry of Public Works and Housing) is highly desirable.
  3. Communication (10 points): Ability to communicate clearly and effectively, both in writing and speaking, in English and Bahasa Indonesia, previous writing samples might be requested; demonstrated strong interpersonal and motivational skills, with sensitivity to the local environment as well as the ability to work with minimal supervision.
  4. Technical Knowledge (40 points): Strong understanding of climate-related policies, green technology application in Indonesia, is highly desirable; familiarity with structure and requirements of good climate projects, especially with programmatic approach, is an advantage.
