Project Description The United States Agency for International Development (USAID) US-Philippine Partnership for Skills, Innovation and Lifelong Learning (UPSKILL) Program aims to strengthen the Philippine higher education system to support broad-based and inclusive growth. It will do this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) through faculty development, curriculum improvements, and engagement with industry and international partners, as well as overall improvements in HEI management and administration. UPSKILL will also support an enabling regulatory and policy environment to improve governance in the sector, and provide convergence platforms for local stakeholders to work together in achieving shared development goals. Responsibilities Assignment Description RTI International (RTI) is hiring up to three short-term Consultants for the USAID UPSKILL Program to serve as facilitators for various workshops and events this year. The Consultant Facilitators will be responsible for designing, facilitating learning, encouraging participation, managing group dynamics, achieving objectives, and providing support to guide innovation stakeholders throughout the workshop/training learning process. The Consultant Facilitators are expected to have working familiarity on a range of possible learning interventions in the innovation and workforce development space which may include but not limited to innovation ecosystem management, intervention design, innovation advisory, collaborative problem-solving, strategic direction-setting and action planning. Responsibilities: The Consultant Facilitators are expected to perform the following tasks: Design the workshop/training agenda and objectives. Select appropriate materials, tools, and resources. Facilitate workshops/trainings on regional alliances. Guide discussions and activities during workshop/training proper. Encourage participation from all innovation stakeholders. Present relevant information or concepts clearly and engagingly. Use various teaching methods and interactive techniques to facilitate learning. Offer insights, examples, and real-world applications to enhance understanding. Facilitate group exercises, discussions, and brainstorming sessions. Gather feedback from participants throughout the workshop/training session. Conduct assessments to evaluate workshop effectiveness. Reflect on the workshop outcome and identify areas for improvement. Expected Deliverables: Participate in meetings with project team members as deemed necessary. Submit timesheets and any other deliverable-specific duties and assumed level of effort to be developed in coordination with the Regional Alliances Team. Perform other related tasks as deemed necessary by UPSKILL and the stakeholders. Qualifications Minimum of five (5) years of relevant work experience with facilitation, with a focus on designing and facilitating multi-stakeholder planning and change processes, workshops, and meetings. Ability to facilitate group discussions, manage dynamics, encourage participation from all participants, and keep discussions focused and productive. Clear and effective communication skills both verbally and non-verbally, active listening, and the ability to convey complex ideas in an understandable manner. Knowledge of interactive techniques such as icebreakers, group activities, case studies, and simulations to engage participants and enhance learning. Flexibility to adapt the workshop agenda and activities based on participant’s needs, feedback, and unexpected situations that may arise during the workshop/training. Ability to identify challenges or conflicts within the group and facilitate resolution in a constructive manner. Familiarity with relevant tools and technologies that may be used during the workshop, such as presentation software, virtual collaboration playforms, or interactive polling tools. Skill in gathering feedback from participants, evaluating the workshop/training effectiveness, and making improvements for future workshops/trainings. Relevant educational background, certifications, and previous experience as a workshop/training facilitator or in related roles. High proficiency in English is required.
