Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

We are looking for a new Technical Field Manager (TFM) to join NPA’s dynamic Mine Action and Disarmament programme in Ukraine and in particular its liberated areas recently under Russian occupation, which are highly contaminated with Explosive Ordnances mostly as a result of the still ongoing conflict. You will be fully responsible for the day-to-day management of assigned mine action operations including land release.
Location: Mykolaiv, Ukraine, but may be relocated to other parts of Ukraine, based on NPA’s areas of operations. Frequent travel within Ukraine and to the main office in Kiyv city is to be expected.

Please note that we offer a one-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.
Requirements
- IMAS EOD level 2 or equivalent military qualification, with at least 2 years of operational mine action experience from military, NGO or commercial sector.
- Experience with mine action operations including land release (non-technical survey, technical survey, clearance and Battle Area Clearance).
- Experience of leading, motivating and managing a diverse team of people
- Technical knowledge of mines/explosive ordnance and clearance techniques, including new developments.
- Experience of conducting formal or informal training and the transfer of skills to others.
- Good knowledge of IMAS and the land release principles.
- Understanding of and experience in “HMA toolbox” approach.
- IMAS EOD level 3 or equivalent military qualification is desirable.
- Experience and qualifications in dealing with Air Dropped Weapons are desirable.
- Experience with clearance of mines of an improvised nature is desirable.
- Medical first aid training/qualifications are desirable.
- Category B international driving license.
- Excellent written and spoken English is a requirement, knowledge of Ukrainian and/or Russian language is desirable.
- NPA work experience is desirable.
You have good cultural and interpersonal skills, combined with good leadership and communication skills. You are able to motivate staff in a calm and professional manner with limited supervision and manage to plan and coordinate activities often within tight deadlines in a harsh environment. You are able- and willing- to work and live under stressful and hazardous conditions.
What you will do
- Fully responsible for the day-to-day management of assigned mine action operations including land release.
- Provide mentorship to national staff, with the expectation that the temporary tasks and responsibilities as a TFM will be nationalized.
- Conduct the quality management of operational activities in accordance with SOPs and IMAS/NMAS.
- Assist and support the Senior Technical Field Manager (STFM) in planning and deployment, ensuring an overall safe execution of all NPA operational activities.
- Contribute to methodology development.
- Assist the Operations Manager and STFM to assess all gaps in the operational capacity of both national and expatriate operational staff.
- Assist in the development of the annual training plan for operational staff, ensuring the achievement of Programme set targets.
- Assist in the development and update of operational SOPs and maintain operational accreditation.
- Develop capacity development plans for national operational staff, plan, oversee and conduct training for local and international operational staff, including survey (NTS/TS), clearance, EOD, medical training.
- Provide operational reports, including progress reports and monthly reports.
- Verify daily progress reports, land release completion, and suspension reports, to both NPA’s reporting system and the National Authority through IMSMA.
- Represent the Operations Manager and STFM when required and represent NPA at relevant stakeholder meetings and events.
- Liaise with national and local authorities for operational, logistic and administrative purposes.
