Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

We are looking for a Technical Field Manager to join our programme in Yemen. The position is new and will play an important role in establishing NPA’s own operations in-country. The operation will consist of a combination of already established capacities such as MDD, MTT, CPP and additional not yet established NTS, TS and clearance.
Location: Yemen, field based in Taiz, Marib or al Dahle, with travels to the country office in Aden.

Please note that we offer a two-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.
Requirements
- Minimum IMAS EOD L3+ or equivalent military qualifications/experience, with at least 5 years of operational experience in Mine Action NGO or commercial sector or relevant military experience.
- Relevant education or equivalent qualifications (Mine Action NGO or commercial EOD work, or military qualifications with international deployments).
- Experience of working in mine clearance operations in developing countries that are contaminated by remnants of conflict.
- Experience of managing and implementing field operations within Mine Action.
- Experience of conducting formal or informal training and the transfer of appropriate skills to others as per NPA standards.
- Experience of leading, motivating and managing a diverse team of people.
- Technical knowledge of mines/EO and clearance techniques, including new developments.
- Written and verbal proficiency in English and working knowledge in Arabic is an advantage.
- Good numeracy and IT skills.
- Ability and willingness to work and live under stressful and hazardous conditions.
- Good communication and interpersonal skills, including cultural sensitivity.
- Excellent organizational skills with the ability to plan and coordinate activities and projects.
- Previous experience from Yemen or in the region is an advantage.
What you will do
- Fully responsible for the day-to-day operations in the field in accordance with NPA policies and procedures.
- Assist and support the Operations Manager (OM) in planning and development and in ensuring an overall safe execution of all NPA technical activities within the country of operation.
- Maintain an operational QM system.
- Advise and assist the OM with introduction of new and/or improvement of all survey S123 reports.
- Ensure that all operational staff have full knowledge and understanding of all Standard Operating Procedures (SOPs).
- Ensure that all operational activities follow the SOPs.
- Continually conduct risk management to ensure safety of operations.
- Line Manage, motivate and develop the technical team to perform to a high standard.
- Ensure that the OM is fully briefed on all technical and operational issues and any technical difficulties arising in the respective area of operations.
- Support the OM to ensure the maintenance and appropriate storage of all necessary technical materials and equipment.
*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
