POSITION DESCRIPTION:

 

CAST-Cambodia is a five-year project with the total budget of over US$17 million funded by the United State Department of Agriculture (USDA)’s Food for Progress. CAST-Cambodia aims to promote the commercialization and trade of aquaculture in Cambodia by improving aquaculture productivity and expanding trade for domestic and international markets. This aim will be achieved through increasing productivity of aquaculture operations, improving quality and accessibility of inputs (seed and feed), better market linkages, and enabling supporting environment (services, policy, financing). The project is implemented by the ASA/WISHH in partnership with WVI, KSU, Auburn University, RUA/CE SAIN, Agri-Master Co., Ltd, MAFF’s Fisheries Administration and other national and international partners targeting six provinces of Cambodia including Kandal, Kampong Cham, Kampong Thom, Siem Reap, Battambang, and Pursat.

 

She/he will lead the marketing strategy that helped to increase access to high-value markets by raising consumer awareness of high quality, Cambodian-grown, freshwater aquaculture fish, and strengthening buyer-seller linkages along the value chain. Consumer awareness will be implemented at a national scale. Efforts to create buyer-seller linkages will focus on supply chains that originate in the project’s targeted geographies.

 

The Technical Lead for Marketing and Branding will lead and overseen daily work of 02 technical staff to implement and achieve the set goal and targets of activity #8 – Training: Improved marketing and branding and coordination with other related activities, implementing partners-UNIDO, ASA, and CAA, including the government – DFPQ/Fishery Administration.

 

II. MAJOR RESPONSIBILITIES

  • Lead the hired consultant to conduct on 2nd Consumer Preference Survey in the Cambodian aquaculture market system and on Cambodia Quality Seal (CQS) for promoting food safety;
  • Lead team to develop a marketing and branding strategy for the aquaculture industry in order to promote aquaculture products and by-products;
  • Develop and lead promotion strategies to create national consumer awareness campaign for aquaculture products in partnership with public and private sector actors;
  • Facilitate market linkages among value chain actors;
  • Develop sustainability strategies for marketing campaigns post-project;
  • Coordinate and provide technical assistance to the Cambodian Aquaculturist Association (CAA) for industry marketing, market information gathering, analysis, and distribution strategies;
  • Lead the planning and recruiting technical consultants to facilitate Short Term Technical Assistance (STTA) for marketing and branding;
  • Lead, supervise and enhance technical capacities of 02 technical Specialist: 01Technical Specialist for Marketing and Branding, 01 Technical Specialist for Behaviour Change Communication

 

III. REQUIREMENTS:

  • Bachelor or Masters in Marketing, Economics, Business Management or development studies
  • Certification/ training in marketing, advertising, promotional campaign, management, International Business or International trade
  • At least 3 years programme management experience in marketing, communication, NGOs, or any relevant private sectors
  • Demonstrated experience in programme or project design, implementation, monitoring, evaluation and report writing
  • Experience in representation to government, donor & UN agencies
  • Experience in leadership and management on marketing, campaign, business, communication, are advantage and preferred
