The Technical Officer III will be a remote-based global role focusing primarily on supporting HIV service delivery projects in Africa.
Project Description
The HIV Department of the Global Health and Population Business Unit seeks to reduce new HIV infections and improve the health of those living with, and affected by, HIV through global and bilateral programs. Through these programs, we provide strategic technical assistance and direct service delivery to improve HIV case-finding, prevention, care and treatment programming, and achieve viral load suppression among key and priority populations. We work in partnership with and strengthen the capacity of governments, civil society organizations (CSOs), other PEPFAR implementing partners, and the private sector to introduce innovations and expand evidence-based HIV services to accelerate progress toward epidemic control. The Technical Officer will support the Going Online team within FHI 360’s HIV department. Going Online is a portfolio of approaches for leveraging technologies to reach key and priority populations and telehealth service delivery. The team includes a group of technical experts who assist FHI 360 health programs to plan and implement virtual and online health service delivery modalities. Telehealth means the delivery and facilitation of health and health-related services including medical care, provider and patient education, health information services, and self-care via telecommunications and digital communication technologies. The Technical Officer III will primarily support HIV projects to design and deploy telehealth solutions, but the position may also expand to other health areas, such as mental health; reproductive, maternal, newborn, and child health; COVID-19; tuberculosis; and non-communicable diseases. The position will primarily support the PEPFAR and USAID-funded global HIV project called “Meeting Targets and Maintaining Epidemic Control (EpiC)” within selected English-speaking countries in Africa, in addition to several other bilateral HIV or other telehealth related projects. Job Summary:
Provide technical support to staff and projects. Support technical requirements in the area of project design, business development and quality assurance. Implement and monitor strategic and technical initiatives. Provide technical guidance around the issues, challenges, and strategies for improving access to quality affecting the project. Contribute knowledge products through the creation and management of reports, technical materials, and conflict-sensitive solutions. Working closely with project and Headquarter (HQ) teams, support projects by evaluating programmatic effectiveness, overseeing technical aspects, and providing technical assessment reports. Contribute to business development efforts, including supporting the management of opportunity identification, capture, proposal development, and strategic partnering.

The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
Hiring Salary Range: $83,000 – $110,000
