OBJECTIVES OF THE PROGRAMME

A. Division Mandate:

To support countries to attain universal coverage of health services for better and equitable health outcomes. Health systems act as the foundation that both underpins and unifies public health efforts aimed at combating diseases and building healthy communities in an efficient and equitable manner, especially for high priority, excluded and underserved population groups. A strong health system foundation enables effectiveness of individual programmes and efficient use of shared system resources for all programmes. In addition, it also promotes community empowerment and participatory governance as means of integrating equity-enhancing and rights-based approaches as well as addressing the social determinants of health.

B. Unit Mandates:

Integrated Service Delivery (ISD): to support development of integrated people-centred service delivery (ISD) for communities and referral for optimal use of resources by all programmes; to accelerate progress towards universal coverage of safe and quality health services including integration of traditional medicines and practices into the health system. To assist countries to develop and manage a competent health workforce that can deliver integrated people-centred service, through strategic planning, capacity-building for priority health interventions and strengthening of governance, appropriate regulation and education capacities.

DESCRIPTION OF DUTIES

Expected specific outputs/outcomes:

  • Strengthening of health systems and equitable, people-centred ISD (from primary to tertiary levels) as related to public health and disease control programmes, with particular responsibility for coordination with Global Alliance for Vaccine and Immunization (Gavi), The Vaccinne Alliance and other Global Health Initiatives (GHIs)-supported health systems strengthening policies and activities;
  • Strengthening capacity for comprehensive planning and effective policy dialogue through support to the country planning process, joint assessment of national strategies (JANS), support for health sector reform and other means of sector-wide coordination; and
  • Strengthening of the management of equitable, people-centred ISD and primary health care through technical capacity-building.

Specific roles to be undertaken within this job:

Under the supervision of the Coordinator, Integrated Service Delivery (ISD), and guidance of the Director, Health Systems, the incumbent will perform the following tasks:

1. Provide technical support to Member States and partners in health sector analysis, coordination and development of policies, strategies and plans with an emphasis on the development of equitable, people-centred ISD and health systems support streamlined with disease control programmes;

2. Provide technical support to Member States and the Region in designing, implementing, monitoring and evaluating health system strengthening interventions that can be funded through GHIs;

3. Facilitate collaboration, exchange of information and best practices among Member States concerning assessment of national health sector and strategic disease plans;

4. Coordinate and facilitate collection of evidence-based knowledge on equitable, people-centred ISD and primary health care, health system strengthening, GHIs and diseases programmes in the Region, through collaboration with networks and other partners, such as universities and research institutes.

5. Establish effective collaboration with priority programmes through joint planning and missions with a special focus on the development and implementation of health system strengthening work streams funded by Gavi, and other GHIs;

6. Coordinate with and report to WHO’s regional and global structures that support ISD, health systems strengthening initiatives and GHIs; and

7. Perform any other relevant duties assigned from time to time by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (master’s level degree or higher) in health sciences or health-related field such as public health, health policy, planning and management from a recognized university.

Experience

Essential: Minimum of seven years’ relevant work experience in health with a minimum of three years’ international experience in the field of equitable, health people-centred health services planning and management and/or experience working with the global health initiatives and other partner agencies.
Desirable: Experience in the implementation of integrated health systems and/or global health initiatives.

Skills

  • Knowledge of equitable, people-centred ISD including primary health care, health systems in resource-limited environments and health systems strengthening initiatives supported by Gavi and other GHIs;
  • Knowledge of national health policies, strategies and plans, JANS, International Health Partnership and other health sector coordination mechanisms and partnerships.
  • Programme development, planning, implementation, monitoring and evaluation.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2958 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
